Wilkins, a Lumbee Indian, is an Associate Professor of American Indian Studies, Political Science, and Law at the University of Minnesota, Twin Cities Campus. He received his PhD from the University of North Carolina – Chapel Hill in 1990. His publications focus particularly on Federal Indian law, tribal government and tribal sovereignty.
