It is no longer a threat if you start killing off a population. Genocide can happen anywhere as it did in Europe and in Africa. However, we always talk about those genocide events, but it has also happened in the United States of America. The United States of America is a country that has risen to power over the course of centuries. Like any other nation that has rose to power, inhumane acts can be found throughout its history.
