Most of these online submissions by the external parties were incomplete, submitted in the wrong format or the insufficient details coded for the database system to accept for recordkeeping. This created a backlog that jeopardised the timely completion of the land registration report required by Treasury.

 proposed options to resolve this system difficulty, including addressing issues concerning electronic acceptance of information
 initiated and consulted the database programmer on how to streamline the land registering form to make downloading of the form more proficient
