I did most of my research online. My first piece of information came from a website based on Children 's Rights. This site gave me information about average ages in foster care, institutions, and group homes. This sight was very informal about the types of living foster kids can go through. The next site I visited was about What Foster Care is. This website gave me information about what foster care is, types of adoption, and who can adopt. This information was current, up to date, and the website was very organized with the many categories they had. After that I went to a site about Every Time Kids Move, They Lose Months of Academic Progress. This website was informal about the amount of education students lose just by foster kids
As it stands, the foster system seeks to achieve these goals, but it falls short in many ways. Alumni of the foster care system are more likely to develop mental and physical health issues (Kessler et al., 2008). A factor in this fact is the lack of support that alumni receive once they have aged out of the system. The age adults are able to leave the foster care system is 18 in some states and 21 in others. However, these former foster children are typically not given adequate support once they have aged out, and are mostly not prepared with resources and information for life on their own, outside of the child welfare system.
Foster care is not a perfect system. Many children that are put into the foster care system are separated from their siblings and put into harmful environments. These environments are supposed to be safe and give the child a chance at a better life. However, children living in group homes are not able to develop secure attachment to the people who are supposed to take care of them. Children bounce back and forth from house to house, family to family, causing them to live in an unstable environment through most (if not all of) their child hood.
Through previous studies conducted, the findings “reflect both insufficiencies in the foster care system and in insufficiencies in parenting and education youth bring into foster care (Scannapieco et al., 2007, pg 425).” As a result of children being placed in care most of their childhood, the findings of the empirical research must be viewed with caution. Such findings included that teens in fact have “significant difficulties transitioning into independent living and self sufficiency (Scannapieco et al., 2007, pg 425).” When it comes to education, compared to that of their peers, youth in foster care are drastically behind. A small percentage of youth exit foster care having just graduated from high school.
CAPTA does not really have an “alternative” program. The services provided by CAPTA are not duplicated, but there are programs that have been implemented because of CAPTA. The Adoption and Safe Families Act, or ASFA, clarifies that the health and safety of children served by child welfare agencies must be their paramount concern and aims to move children in foster care more quickly into permanent homes. The Chafee Foster Care Independence Program, or CFCIP, aims to assist youth aging out of foster care in the United States in obtaining and maintaining independent living skills. Services are provided to youth 14-21 who are in care.
Laura Finley states, “Indeed, restoration of the family is achieved in over half the cases of foster care, according to federal statistics. Where this is not possible, permanent adoption is the goal with about twenty percent of foster children. Other children are simply waiting until emancipation…” (Jacobs and Finley). The issue with this view on the foster care system is that its completely sugar coated.
The research sites/databases that I have been using are Gale, one search, Academic Search Complete (EBSCOhost) in addition to tying into the law and society field. In using the listed databases above has help me narrow my keys word search. It has given me a better understanding of the target population that my topic should focus on. The participants in my research will be from the ages of 11-18. I will be observing the court process of the foster care system in addition to social workers who are a part of the foster care agency.
This leads to a need for something that lays out what rights they have and what is coming for them in the future. Children cannot fully understand the foster care system at young ages, so having people to talk to and a list explaining what is happening is very necessary to help make the process easier. A common issue surrounding foster care is the effect that it has on the children involved. Whether or not a person believes foster care is beneficial, the problems that adolescents face while in the system are undeniable.
The foster care systems has and will always be a part of society. The idea of a foster care system has always been around, even if it was not properly attained in the past. There has also been other methods to try to find placement for children with no or bad homes, for example the orphanage train, living with widows or living house to house in a community. Now in today’s time, we have an organized system of foster care with two different types of homes for children. For example we have group homes, which is a care facility that houses six or more children at a time.
Studies have shown that thirty percent of children in foster care remain in care for more than two years. The longer children stay in care the more placements they are likely to experience. More than half the children who enter the foster care system will be moved to a different home in their first six months. It is also found that children care for more than two years will experience about three different placements. Nearly all of the moves have nothing to do with bettering the well being of the child.
a. Foster parents can have an impact on the lives of a foster child by giving them a safe place to stay where they can feel loved and cared for. Foster parents can also provide the love and support that these children need especially if they came from an abused or neglected home. According to (Hasenecz, 2009) there have been several shocking stories about children being abused and neglected while in foster care or even worse reports of social workers who knew of the abuse and neglect and failed to report it or do anything about
The book goes into detail about how the system performed experiments to try and make sure the system was aduiqate for the children in need. It informs the reader about different statistics within the system and explains how placements are made. It also explains in detail what the different steps the system takes to help the needs of every child. This source informs me about the foster care system and how it runs.
Like I said before, foster care is the temporary placement of a child in a new home. To be a foster parent, you have to go through a lot of training. If you are ten years or older, you have to get a background check. They do this so they can figure out what kind of person you have been and if you are fit to be a foster parent. In your background check, you should include a criminal history search, information contained by a health care provider, information about your credentials, information maintained showing that you have never neglected or abused a child, information regarding any denial to the person of a license, and information to see if the person is guilty of committing a sex offense or serious crime.
There are four types of development, physical, cognitive, emotional, and social. Physical development is the growth of gross and fine motor, skills. Gross motor skills are walking, running, throwing, and crawling. Fine motor skills are writing, holding a fork, and using scissors. Physical development is also the easiest to see.
According to a Child Protective Investigation, there are approximately half a million children in the U.S. foster care system, otherwise known as congregate care (group homes and institutions). Children are placed in congregate care when they are found to be in an unsafe environment. Usually children of abuse or maltreatment are placed first (Font, 2015). Out-of-home-care causes increased problems of attachment, behavioral, and psychological disorders in the developing child. Child safety is the primary goal of out-of-home-care; however, maltreatment investigations are still reported in those institutions.
Literature Review Throughout the years, research has been conducted on the effects that foster care can have on children. In the United States alone, there are roughly 670,000 children who have spent time in the foster care system each year (“Foster Care,” 2017). Of those children, approximately 33% of them age out of foster care system. Studies then show that the foster care system has had varying effects on the children who are/have been a part of it. In many cases, studies have noted the effects of attachment for children in foster care.
