On 10-23-2015 I was watching traffic, from a parked position, on the south side of Harvey RD NE near the 1000 block, when I noticed a gold sedan (WA AST3786) with a broken driver's side window. The window was replaced with a frosted plastic strip. I also instantly recognized the vehicle plate as one that I had and had a prior incidents with. I checked the plate through WACIC/NCIC/DOL and noticed the registered owner as Chuol, Nhial P. I have had a previous experience with Chuol, Auburn Case # 15-30369, in which I conducted a traffic stop on the same vehicle (WA AST3786) and Chuol refused to identify himself. During that incident, Chuol refused to roll down his windows or open the vehicle's doors and only at the sign of the window being broken by …show more content…
At the time, Chuol was the RO of the vehicle and had a warrant for his arrest and was driving with a WA ID only, all of which I knew prior to the stop. I was also aware of an incident which occurred several months after, in which Officer Luce conducted a traffic stop on the vehicle and again Chuol refused to identify himself. Again, only at the sign of Police advising they were going to break the window did Chuol open the door. During that incident, Chuol was arrested for Obstructing Law Enforcement and Failing to Provide Information at a Traffic Stop. See Auburn Case # 15-09934. I was also made aware by Officer Luce that Chuol was now DWLS 3rd. I had checked Chuol several times since that incident and found that he was DWLS 3rd for FTA. Today, 10-24-2015, when I noticed the vehicle pass me on Harvey RD NE, I pulled into traffic and attempted to get behind the vehicle. At the time, one vehicle was between WA AST3786 and myself and there was about one block of distance. However, as soon I pulled onto Harvey RD NE, I noticed the vehicle accelerate to a high rate of speed toward I ST NE. The vehicle then made a right turn at
