According to American Government: Power and Purpose, Lowi et al explains, the U.S. Congress is organized in order to carry on the public’s business is by “political parties, the committee system, congressional staff, the caucuses, and parliamentary rules of the House and Senate” (Lowi et al, 210). The political parties are consisted of Democratic, Republican, House, and Senate. They implement cooperation, coalitions, and compromise. The political parties are known as a fundamental component in the way that policy alliances permit legislation and observe its implementation.
