The 1961 Zoning Resolution was monumental for New York City. While the 1916 resolution introduced the concept of zoning to New York, the 1961 resolution is what made the city and its buildings what it is today. It introduced important ideas to zoning such as bulk regulations and the concept of Floor-Area Ratios. Most importantly, it laid the groundwork for the 1974 Special Clinton District zoning resolution which provides special regulations for designated areas which create transitions between the lower-scale side streets, and the Special Midtown District (established in 1982) to the east and Special Hudson Yards District (created in 2005) to the south.

The DOB is primarily responsible for interpreting and enforcing the zoning resolution as well as maintains the integrity of building codes. To answer the first question, the Appellate Division cited the Green Acre statutes, the Municipal Trust Fund Act, and the Garden State Preservation Act. From these statutes, the court declared that it’s in the publics’ best interest to set aside land for future recreational use, and to help curb congestion and pollution problems. But this does not answer the question, if eminent domain is applicable in this case. In the second question, the court had no problem with whether the plan was dedicated to open space use as, this was an issue of eminent domain not zoning. Lastly, the third question coincides with the first question.
Even though the standards are uniform in all counties and cities, both are permitted to include more restrictive regulations which could depend upon the weather, geological and topographical circumstances. These adoptions must nonetheless be documented and submitted to the commission. As areas and towns differ in conditions of topographical and geological circumstances the Title isn't too restrictive. These problems could be determined by a few factors like the place and its susceptibility to natural disasters such as mudslide, earthquakes or floods. Counties in areas exposed to earthquakes, for instance, restrict development of high rise structures.
David F. Garrison’s article on District of Columbia’s Elected Advisory Neighborhood Commissions main purpose is to give the strengths and weakness of the Advisory Neighborhood Commission or ANC, however the article does a better job at explaining how the ANC is being used by DC’s City Council and other industries and that it is not needed. First, Garrison starts off talking about the structure of the ANC and how it was formed. DC is only ten square miles, however; there are over thirty-seven ANCs. There is no need for all of these separate ANCs in such a small area.
In the origins of the civil war the United Sates was going through social, economic, and territorial changes. The US population was growing exponentially due to its increase of immigration which forced them to move westwards. Building control is an important aspect to consider whilst in the construction process; if the approved inspectors and the CIOB do not inspect the work being done then the workers will not know if they are doing something wrong. The reason in which building control is important is that the inspectors can make sure that everyone is complying with building control. The regulations that are implemented exist to ensure the health and safety in and around all types of buildings they also provide for energy conservation and access to and use of buildings.
