I am truly sorry for the loss of your son. I hope I will be able to provide you and your family with some closure. On Friday, September 18, 2015, I reported to 64 Church Street, Apartment A, Virtual, Maryland, where I found your son, John Michael Phillips, deceased. He was found by two self-reported friends, Duane NMN Johnson and Anthony Alonzo Capri. Mr. Phillips was found with a needle. In addition to the finding of a needle, Mr. Phillips also had multiple injuries to his face and scalp. Due to the two separate findings, Mr. Phillips death cannot be ruled as a drug overdose or a homicide. Below is all of the information I obtained so far in the investigation thus far. I arrived at the scene at approximately 2:18am. Mr. Phillips was found by two self-reported friends, Duane NMN Johnson and Anthony Alonzo Capri. Mr. Phillips was discovered in the backyard of 64 Church Street, Virtual, Maryland by concrete steps. The concrete steps were very rocky. Mr. Phillips was wearing blue jean shorts, a white cotton t-shirt, Calvin Klein briefs, and Sketcher athletic shoes with no socks. Mr. Phillips also wore a gold-colored Citizens watch, multiple fabric type bracelets, one beaded necklace and one silver colored ring on his right ring finger. Mr. Phillips was also discovered with a needle. When needles are found it usually means substance dependence and recreational drug use. As you may be aware, 64 Church Street, Virtual, Maryland, is located next to the Westview housing project. The housing project has had many drug related operations conducted by the Narcotics Task Force in the past 12 months.
