INTRODUCTION
Accountability is defined as the quality or state of being accountable that means an obligation or willingness to accept responsibility for one`s action[footnoteRef:2]. It is a noun that describes accepting responsibility, and it can be personal or very public[footnoteRef:3]. It shows the willingness to accept and admit mistakes. Generally, accountability is imposed by law, lawful order or regulation. It is not necessary that the person whose having accountability must have actual possession of the property, documents, or funds. Furthermore, with the presence of enforcement agency that ensures the safety of the territorial waters, it will prevent and reduce piracy which target high value vessels. The vessel is not seaworthy in accordance with the terms of the convention and the Codes; the ship’s owner is violent of his obligation and liable for the consequences results. Thus, if the vessel is unseaworthy, the owner of the vessel would not have the capability to recoup his misfortune from the insurer. The insurer does not have to demonstrate between unseaworthiness and the misfortune in case of voyage policy. However, the situation is different in a time policy, where there is no implied warranty as to seaworthiness. If the vessel is sail in an unseaworthy condition, with the privates of the proprietor, the insurers are not liable for the loss. [9:
