Accountability
According to Clark-Weale, accountability has two aspects: first, people whom decision makers should be accountable in front of; second decisions which decision makers should be accountable because of them. Health system is accountable in front of patients, insurers, taxpayers, health professionals, courts and so on. According to managers, there is not any protocol or guideline for responding to public. As a result MOHME can’t justify decisions and public groups or some organizations protest them.

On the other hand, treatment and rehabilitation services are provided in hospitals and day clinics those affiliated to Treatment Deputy. There is a discussion of mandatory flu vaccinations. Which is compromising the staff autonomy because there aren’t able to make their own choice and do what they want. For the beneficence the staff who are willing to get the vaccination is putting their patients health first. For maleficence the staff who are not willing to get the vaccination have the possibility of putting their patients at risk or anyone they come in contact with. For the justice, there aren’t any federal laws for flu vaccinations because they support the state laws.
Atul Gawande in his article “Whose body is it, anyway?” introduced couple of cases, which discussed a controversial topic, doctors dealing with patients and making important medical decisions. These are difficult decisions in which people might have life or death choices. Who should make the important decisions, patients or doctors? Patients don’t usually know what is better for their health and while making their decisions, they might ignore or don’t know the possible side effects and consequences of these decisions.

Public health insurance assures that, since it decreases the gap between social levels as there is no discrimination between rich and poor. According to article (12) in the library of human rights session number (22) “it's the right for every citizen to enjoy the luxury health and receive the highest medication”. However Cox and Wallace (2002) state that accountability is a legal framework and regulated mandatory. However the definition is from an article focusing of politics and government record keeping (Tough, 2011). Cornock (2011) is similar to Oxford dictionary (2015) by stating that by accepting accountability, a health care professional may be required to justify their actions, the Nursing and Midwifery Council (NMC) additionally mentions being able to justify actions taken (2008) . The NMC definition holds a lot of respect due to the definition being from a governing body, though this may be considered outdated due to newer codes being introduced. Some of the definitions used are from different public sectors, however are able to be transferred to other areas.
There is a common phenomenon in the China that many people treated with inequality and injustice in health care. As as Martin Luther King, Jr.’s saying goes “Of all the forms of inequality, injustice in health care is the most shocking and inhumane”. From my point of view, i firmly agree with this point in that each individual has equal right to enjoy the suitable health care. Other factors include environmental conditions, socio-demographic factors, knowledge about the facilities, gender issues, political environment, and the health care system itself .Several factors can determine the choice of health care providers that patients use. These include factors associated with the potential providers (such as quality of service and area of expertise) and those that relate to the patients themselves (such as age, education levels, gender, and economic status) .
