Since its beginning, the United States of America has gradually and steadily expanded the oversight and power of its own federal government. This expansion has resulted in a plethora of effects on the relationship between local state government and the federal government, both negative and positive. However, the increased impingement from the federal government onto the constitutional rights of local and state governments has created an imbalance. A major part of this imbalance has stemmed from the advent and imposition of unfunded federal mandates. Talking with health care professionals and reading nursing textbooks I found in my aunt’s house piqued my interest in the nursing field and patient care. From there, I completed a Certified Nursing Assistant (CNA) course which further solidified my decision. Now, I am fully invested in becoming a nurse.
Self-Regulation and the New Registered Nurse Introduction The nursing profession has been self-regulating in Ontario since 1963. Self-regulation is a privilege granted to professions that have shown they can put the interest of the public ahead of their own professional interests. The Diversion Program One of the many professional regulatory boards and bureaus existing within the Department of Consumer Affairs is the Board of Registered Nursing (BRN). Its main responsibility lies in licensing and regulating California’s registered nurses and these responsibilities come from the Nursing Practice Act. This act is composed of statures which give BRN the authority to manage a Diversion Program for registered nurses and other functions. This Diversion Program is a confidential but voluntary program for registered nurses where their substance use disorder or mental illness impairs their practice.
