1. When is work to rule effective? Work-to-rule is an industrial action where employees purposely follow all the rules in order to delay the progress of work and when workers perform their tasks exactly as they are required to do by their employment contract. Work to rule involves employees following the strict terms of their contract, by taking their work responsibilities exactly by contract and they refuse to step outside their duties.
