As universities are increasing they are obtaining a lot of competitive and need to be learn from one another, they they have new rules and missions as OECD (1999) mentioned that have serious implications for his or her structures. Benchmarking can provide a construction for external evaluation, and it creates new kind of communication networks between schools where valuable information and experiences can be shared. As (Prasad & Stella, 2004) mentioned statements for seven criteria some of them as follows: where goals and objectives as (Prasad & Stella, 2004) said are communicated systematically to all its constituencies by institutions. where the goals and objectives are consistent with the programs and plans of the institution. and the institution offers a massive amount of programs to offer academic flexibility. where feedback is used to redesign programs. where the institution as (Prasad & Stella, 2004) added, facilitates the effective teaching and learning programs. where The institution has a had made a plan for monitoring and following the student progress
