One of the key advantage of participatory approach to development is to provide ownership to the local people. Local ownership of development programmes and projects is a key theme of European Commission (EC) development policy (EU, 2004). For example, World Bank supported a rural integrated project in Tanzania- in district level, embracing water, healthcare, education, agriculture, local government, saving and credit, transport and marketing, and natural resource management. It adopted a unique planning process, whereby local are facilitated towards ownership. The second phase of implementation took place in October, 1994. This strong ownership focused participatory approach has helped built local capacity to implement the project. This has …show more content…
If people were assisted to plan and manage their own affairs, the outcome is more likely to meet their real needs. If the beneficiaries can envision and articulate their needs and expectation, they can ensure their service demand will be met. Participatory monitoring and evaluation (PM&E) process can help build multiple accountability linkage across different institutional level and stakeholder group (Estrella, et al.). At its pinnacle, participation involves a transformation of the traditional development approach towards the enhancement of the capabilities of the local people and communities to define and address their own needs and aspirations (Duraiappah, Roddy, & Parry, 2005). It is also the precondition for the sustainable development initiatives. For instance, building capacity with local agencies and group is an important objective of EU …show more content…
Usually with pre-set indicator and by external consultants reporting to investors- as result process learning takes place outside the community. PM&E by contrast, seek to shift the focus from upward to downward accountability. Indicator set by beneficiary and discuss the changes, whether it improve their lives. Effective participation is must to fulfill the need of a project. Facilitator should make sure that there isn 't imbalance of views reflected in decision making. This process of learning become more complex, as more stakeholders within all kind of institution get involve in monitoring and evaluation. PM&E in practical is challenging. It includes the issues associated with developing indicators, establishing new standards and combining different approaches and maintaining flexibility throughout the
This initiative brings back much-needed control to communities by promoting local agriculture and providing capital growth to these areas as well.4 Another possible solution in areas that are able to support
Planning refers to the efforts put in place to achieve goals that add up to the future (Pfeffer & Sutton, 2006). It is about what is happening today to achieve results and therefore refers to the strengthening of what works while taking informed risks of setting targets. CAMBA’s Park Slope Women MICA Shelter uses performance appraisal tools by way of feedback and making necessary adjustments. They also eliminate programs that do not work. Leaders in non-profit institutions ought to recognize the role of dissident voices by creating environments that fosters innovation through constructive criticism (Nadler, 2004).
Milestones and assignments to each responsible individuals working on the project are defined. The reports are requested from individuals to make sure the project and work is moving forward and everyone is on schedule. The work is managed with schedule, deliverables, and assigning capable leads to drive the projects and taking report from the leads. This way, it makes the management hours to be flexible and leaves enough time to respond to issues or needs.
In my opinion, this idea is almost perfect, but there are things that should be considered. I believe the project would not be succeed if we cannot cooperate with local people and the government. Discussion Working with government can be very difficult, especially in developing countries. I was born and raised in Indonesia and based on my experience, every single decision is based on money and
Explain the factors that need to be taken into account when assessing development: When assign children and young people sensitivity and accuracy needs to be taken into account. The following factors have to be considered: • Confidentiality It is usual and best practice to receive permission/consent from the parents/carers allowing you to carryout an observation on their child. Most parents consent to this but they usually do not want other parents or people that have no involvement with their child reading any reports. It is important not to leave any notes or records where they might be seen by others.
Although the United States is not a direct democracy the Constitution established popular sovereignty to insure that the people hold the most political power; and today, participatory democracy is exercised. When citizens elect representatives, their job is to represent the views of the people. Fair representation is in the best interest of these officials because they want to get reelected. Today participatory democracy allows Americans to vote for representatives who will make decisions they agree with. In the House of Representatives, elected members represent their districts, speaking for their people as a voice on the House floor.
According to the Millennium Development Goals (MDG), about 800 million people still live in extreme poverty and over 880 million people are estimated to be living in slum-like conditions in the developing world’s cities. The delegation of Canada believes that with global
Evaluating validity to examine the effectiveness in and throughout the process. This process involves the factuality of information, project design, data applications, data, model and the results from an event or occurrence. Accountability will include checks and balance, performance evaluations, assessment and customer satisfaction. Measurement tools will then be considered in the light of the industry’s exclusive realities and considerations. Over time, accountability impact and cost must be evaluated.
Web 2.0 has revolutionized the panorama of the information society: users have become information creators and the new web platforms have become relationship venues where new knowledge and ideas emerge. Is this participation really democratic? Or is this a democracy paradox? Where everyone can interact but the decision making places are all outside the net? Does the participation on the web rather helps the citizens or the Governments and Companies?
In a layman’s term, advocacy is the move to make the voice of the marginalised and vulnerable people heard. Everybody have rights and needs that must be met but some group of people, due to their inability or difficulty to voice out their minds, are unable to meet these needs or demand for their rights and entitlements; when it comes to making decisions that pertain to their lives, their voice and feelings are (sometimes) being ignored and they are treated as if they do not exist. Advocacy is the forum through which the rights of the marginalised are campaigned, and through where appropriate quarters are challenged for these group’s exclusion. According to Solomam (1985), it “involves either an individual or group, or their representatives, pressing their case with
I agree with the assertion that in the context of Sustainable Development ‘the reality of life today is that the economy dominates environment and society. The Concept of Sustainable Development Sustainable development refers to “meeting the needs of the present without compromising the ability of future generations to meet their needs”, and was produced by the Brundtland report (WCED, 1987). The concept also takes into account the needs of the poor in developing countries by outlining achievable objectives of importance (WCED, 1987).
The European Union is a strong force to reckon with, mainly because of the vast amount of resources it controls. The EU has put in place institutions and policy-making powers to react to or shape economic conditions on the continent. The adoption of the euro and the monetary union further impart strength to this international alliance of powerful countries. Many scholars have suggested parallels between the EU and other international organizations like the UN. They claim that these organizations will make the world converge into a state much like the European Union.
Together with the Community itself (the 'primary column '), the CFSP and JHA constitute the second and third of the 'three mainstays ' of the EU. The EU is said to stand like a sanctuary on three columns: the Community; the Common Foreign and Security Policy; and co-operation in the field of Justice and Home Affairs (recast in the 1997 Treaty of Amsterdam as Police and Judicial Co-operation in Criminal Matters). These columns are of unequal quality. The Community (basically the supranational organizations and
Introduction Development of any society requires participation of people from all sections of the society and the opportunities for utilization of the existing potentialities of people for good governance and development. Right from the days of community development programs, people’s role and their involvement have been stressed.
Kahn’s (1995) approach to the sustainable development theory is consistent with the modern day development techniques of Europe 2020 priorities; smart growth, sustainable growth and inclusive growth. The adoption of some innovative strategies such as the utilisation of renewable energy as an integral part of the energy mix could result in growth of the economy, which will eventually trickle down to the poor or extend to the rural or disadvantaged areas of the country. The social sustainability generally explains the idea of equity among the people, empowerment, participation, accessibility and institutional stability. It seeks to ensure a good standard of living in the country by alleviating poverty. Environmental sustainability seeks to explain the ways in which exploitation and utilisation of the natural resources will not be made to negatively affect the environment or the health of human beings (Kahn 1995).
