Since 1950, federal employment and total workforce has stayed at a stable rate, but, has decreased somewhat in the past thirty years. Federal employment has surpassed 5 percent of workforce during World War II. There was 4.3 million local and state civil service workers in 1950, and approximately 19 million in 2004.
