1. What was the overall purpose of the article?
The overall purpose of this article is how well the Children Advocacy’s Center is helping to protect kids that are being mistreated. The effectiveness of how well the CAC’s represent kids will demonstrate what way the child life will follow. The CAC’S uses a methods that will be beneficial to the child that is being mistreated. CAC’S make the choice of what should be the overall results for children. In most cases, CAC’S purpose is to redirect kids in a better environment due to mistreatment of abuse or neglect.
2. What specific population of people do most CAC’S serve?
The population the CAC’S serve is children that are being abused and neglected. These kids that are in environment where it is unsafe and is a detriment to their upbringing. The CAC’S believe in serving and protecting the rights of children. Their goal within this population is to make kids live where there is love, care and uplifting environment.
3. What are some of the hoped for or expected outcomes of CAC’S?

The statement is allow kids to see that they are important and that their lives does matter. This allow others, who have kids to see that if there is abuse or any sort taken place then legal authority will become involved. A few more expected outcomes is efficiency. Within efficiency outcomes is to see how long the case will progress goes on before the necessary steps are to be taken to make sure this doesn’t happen again in the child
According to childrensrights.org, Children will be “further abused in systems that are supposed to protect them” (Newsroom/fact sheet). Some children end up back into that abusive or unsafe environment

CAPTA was originally established to improve the lives of children in the child welfare system. While it has taken strides to assist children who have been abused, neglected, and put through the foster care system, it still has its flaws. More specifically, due to some of the laws created by CAPTA it has shown negative effects among a couple of different populations. One of the initiated laws made by CAPTA was establishing mandated reporters among professionals who work with children.

Whether the services are in or out of the prison it’s important that these children know about them and how to access them. Community based services are a main resource the author talks about. It is shown that many children who have a mother incarcerated were not living with that parent prior to their incarceration. These community services allow these children to have access to a center where they can talk and receive information on how to cope with their feelings and anger. The author also mentions how there is resources for toddlers, school aged, and adolescents.

Lord Laming produced a report called Every Child Matters which should ensure that each child should have their basic needs met i.e. food, water, warmth, be loved, feel safe respected and able to reach their full potential. The report has 5 outcomes: • being healthy: enjoying good physical and mental health and living a healthy lifestyle • staying safe: being protected from harm and neglect • enjoying and achieving: getting the most out of life and developing the skills for adulthood • making a positive contribution: being involved with the community and society and not engaging in anti-social or offending behaviour • Economic well-being: not being prevented by economic disadvantage from achieving their full potential in life. The needs and views of the child must not go un-noticed by putting the needs of the adult first. The wishes and feelings of the child should be a priority.
Listening to children The UN Convention on the Rights of the Child shows a child’s right to his or her own views in all matters and the right to the freedom of expression. This includes the right to receive and be part of information about themselves. All people around children need to make sure that rights are upheld and matters affecting children are looked after. Children can experience worries at home, at school or with their peers and children need to talk about their issues. Parents, professionals and practitioners need to pay attention not only to what children say, but also what they are saying.
The current risk assessment process reinforces the idea that once the risk is identified or properly addressed, the children are safe and prevented from future risk. Previous to this Act there was no legal ruling to protect children from any forms of abuse. After a case in New York where a child’s family was prosecuted under animal cruelty laws the proceedings to forming the National Society for the Prevention of Cruelty to Children (NSPCC) in England and Scotland began. The charter made any sort of cruelty to children illegal. In 1989 the children’s act was the most meaningful piece of legislation and principles were formed based on the children’s right codes which are now called the United Nations Convention for the Rights of the Child (UNCRC).
One of, if not the most important issue regarding child welfare is the role parents play in their children’s lives. A major issue facing the protection of children is lack of proper parenting education. According to research by the National Children’s Alliance “More than 3 million American children are investigated for child maltreatment each year. " The site also states that “Nearly 700,000 children are abused in the U.S annually" and even more alarming statics is that “In 2016, an estimated 1,750 children died from abuse and neglect in the United States.” A major part of this issue stems from parents who overwhelmed or are underprepared to be parents lacking the proper resources and parental knowledge to take care of their children.
