In 2001, the Federal Emergency Management Agency were incorporated in the Department of Homeland Security with the hope of improving emergency responses in the country. However, the aftermath of Hurricane Katrina exposed many failed in the organization. FEMA failed to provide emergency relief, including food and medical attention to those affected. According to the FEMA director Michael Brown, “they had loaded trucks ready to release aid as soon as it was possible, but FEMA blamed the infrastructure for the failed rescue and recovery mission.” (Pao, 2015). Such excuses raised question about the role of the first responders. In the event of a natural disaster such as Hurricane Katrina, first responders include the police, rescue teams, emergency medical personnel, sanitation and communication engineers and other management teams. It is crucial for various agencies of first responders to work together to help people in the aftermath of a natural disaster. The role of the first responders during the aftermath of Hurricane Katrina was supposed to be directing, protecting, treating, and securing those affected by the storm. Instead, victims were forced to live in crowded conditions inside of the Superdome, while awaiting the help of the first responders. In the United States, the Department of Homeland Security (DHS) is primarily responsible for ensuring the safety of the general public. Aside from that, this department seeks to protect the U.S. from terrorists, and it ensures that the immigration and customs is properly managed, and that disaster is efficiently prevented, as the case may be. However, some have called for the shutting down of the DHS because mission areas overlap within this department. In line with this assertion, this paper will identify the possible mission areas or responsibilities that overlap within the DHS and at the same time, this paper will also provide recommendations for possible consolidation.

America was at it’s most vulnerable point after the devastating attacks on September 11, 2001 when about 3,000 American lives were lost, and America’s security weaknesses were exploited, sending the country into a major state of fear. In response to the newly discovered security weaknesses, the US government created the Department of Homeland Security (DHS). Supporters of DHS, believe that the creation and implementation of the new department has made America safer than before the attacks on 9/11. On the other hand, American’s who deny the impact of DHS, don't feel any safer now.
Even though, the government has provided the money to rebuild the levees, it’s only to be built to a category 3 hurricane not to a category 5. Which many people think it will make the city safer. The levees will be build as strong as the last levees which did not hold will. The foundation will be stronger and able to hold water in the mud. The government refuses to provide money to build a category 5 levee. The Army Corps of Engineers built the new levees as well. If the Legislation will provide more money to build up a more powerful levee that can withstand a stronger storm than Katrina and covers for the water pumps, New Orleans will be well off and prepared for the next storm.

Disasters already leave citizens distressed so, we need someone who will respond to these situations as soon as they occur. In my opinion a president is obligated to not only protect the country, but to also to seek help to all citizens in need. In the II Article of the Constitution it is said that the president is commander and chief of the armed forces and, with the consent of the Senate, appoints judges and other federal officers and makes treaties of other nations (Heritage 1). Federalism was ultimately to blame for the slow government response to Katrina. Federalism refers to the division of political authority between a central government and state or provincial governments; a method of government that allows two or more entities to share control over the same geographic region. While Federalism ensures that state governments function independently, it also prevents the creation of a national policy and leads to a lack of accountability, which proved to be the case with Katrina, the most destructive storm in United States history.

With proper research, training and an open mind individuals the MDPD can properly plan and execute the DRNC. In 2002, the Homeland Security Act of 2002 was developed in response to the 2001 terrorist attacks on America. Thus, the Department of Homeland Security (DHS) was created. The Department of Homeland Security was established to protect America from future terrorist attacks. According to Schmalleger (2013), the DHS directs twenty-two agencies who are administrates under five departments. Those five departments are: Border and Transportation Security, Emergency Preparedness and Response, Science and Technology, Information Analysis and Infrastructure Protection, and Management. These departments within the DHS each play an important role in the fight against terrorism.
Balancing domestic security and civil liberties is an immense challenge. In North Korea, there is no political activism or domestic security challenges to threaten the regime but there are also little if any human rights possessed by the citizenry save for a few of the elite. Such a model would not work in the United States. The rights of citizenry should not trump domestic security but there must be a balance.
