The assessment plan incorporates measures of performance or measures of effectiveness to evaluate tasks, objectives and current end state conditions. Effective assessment plans incorporate the logic used to create the plan. Assumptions and an operational approach build assessment plans based on broad conceptualization of the actions that produce the conditions that define the desired end state. Understanding the commanders’ logic as to why the actions in the plan will produce the desired end state is an important consideration when developing the assessment plan. If the assumptions prove false, the commander and staff will need to reframe the problem. Assessment working groups are a consolidation of staff members that bring different views and expertise that help develop a comprehensive assessment for the commander. These staff members originally participated in developing the environment frame, the problem frame, and the operational approach. Reframing indicators help identify conditions in the operational environment that have shifted or caused a change in the problem making the current operational approach may no longer be credible. Over the past decade, many logisticians at the tactical and operational levels have become overwhelmed by the amount of data they are presented with forcing them to revert to a Microsoft Excel© version of tracking and forecasting. This process has, in fact, become so popular a number of management systems used during OIF/OEF were based on Excel spreadsheets. That is the question that this research aims to answer by studying doctrine related to CBRN defense that is presently widely accepted by the U.S. military, and its development over the years (as an independent variable). This will be juxtaposed with an evaluation of doctrinal efficiency, when the methods and policies related to CBRN training and defense are actually put into practice by unit commanders. Important dependent variables that this research will examine are 1) brigade combat team readiness (BCT’s are the smallest deployable combat elements of a military formation in the United States, and generally the standard by which the U.S. military assesses its own readiness.
