Two Federal law enforcement agencies, their functions and their jurisdictional influences. Though there are many, Alcohol, Tobacco, Firearms and Explosives (ATF) and the United States Marshals Service (USMS) are the two I chose to talk about.
ATF’s primary function is to “fight against firearms crime, arson, explosives violations, and the illegal trafficking of alcohol and tobacco products” (Andrew L. Lluberes, 2005). The ATF is additionally used in investigating non-terroristic explosive incidents and aiding assisting, state and local law enforcement, in investigating any incidents relating to any of the crimes included above. The USMS job duties include “apprehending federal fugitives, protecting federal judiciary, operate the Witness Security Program, transporting federal prisoners, and seizing property acquired by criminals through illegal activities” (usmarshals.gov). The jurisdictional boundaries for the USMS are nationwide.
Two state agencies are the Oklahoma State Bureau of Investigations (OSBI) and the Oklahoma Highway Patrol (OHP).
OSBI is basically the state police with state wide jurisdiction. The OSBI leads and assists local agencies with investigations into a multitude of crimes. The OSBI is broken into two primary working divisions, the field agents, and the lab technicians. The OSBI also can provide expert witnesses to provide expert testimony in court proceedings.
The OHP’s primary function is to “regulate vehicular traffic on highways and byways of the state. Their duties usually pertain to vehicle inspection, speed detection, and traffic accident investigation.” Doerner, 2012) Often times highway patrol officers will have received special training in interstate and intrastate interdiction to identify and combat drug trafficking.
