Bernard de la Harpe was in charge of organizing the second French expedition. The objective behind doing this, was to regain fortune of the Louisiana territory. La Harpe had received concessions of the Louisiana land in 1718. The French officials authorized Bernard de la Harpe to lead this expedition. The governor, sent him from New Orleans in December to establish a settlement for the Compagnie des Indes and to explore the upper course of the Red River(Buck, Kate. “Jean-Baptiste Bénard de La Harpe (1683–1765) - Encyclopedia of Arkansas.”).
