2.1 BUILDING MAITAINANCE AND INSPECTION
The term of building survey can be defined as ‘the person who making an inspection of building all types, so far as the nature, designed and structure of the building and condition of occupancy and furnishing allow, and preparing a report expressing an opinion on the condition and standards of construction and recommending the extends of any necessary repairs and future maintenance requirements’ RICS (2009) or survey that provides an investigation and assessment of the construction and condition of a building. There should be proper and systematic procedures during the building examining while considerable attention to the building's age, previous maintenance history records, and the users’ satisfaction, perceptions, and conditions. The purpose of value-based maintenance management is to find plan, control, coordinate, organize, and implement maintenance activities, focusing on the efficient allocation of resources in order to improve the value or increasing the life span of a building without effecting the users’ perceptions and expectations. On the other hand, it has to ensure the reliability, safety, availability, and quality of the building. Lateef O.A. also state the aim of building maintenance management is to enhance the productivity, efficiency, and satisfaction of activities taking place inside or outside the building. In other words, it is a dynamic procedure that is used to achieve efficient maintenance activities in a building by minimizing the expenditure and optimizing the value derived. Building maintenance management ties an organization’s productivity and objectives to maintenance needs. (2002) also added that service standard is connected to the character or behavior of the staff to treat or give service to the user or the customer. For example, good service should have this kind of criteria like customer friendly, polite, fast response, flexibility and etc. To achieve service standard, this five (5) aspect will be important:
I. Policy and objective
The quality standard must be state into the policy and objective of the organization. The management must set what is their quality standard that will be supply and those standards must achieve the level or requirement.
II. Customer satisfaction
The improvement in services will produce the good cooperation from the customer or from the user.
III. Time savings
Good time management will be crucial part to the maintenance without effect the stated service standard
IV. Standard evaluation
To determine the service standard follow the work in the organization, the evaluation must be made by interval. The specialized staffs need to be appoint to check and test the services and write report to the management.
V. Notification
Service standard also involve things about the step in notification the customer or building user about a job or task done. A proper notification can be inform through few method like notice board, suggestion box, notice board and
