The bureaucracy can be defined as an administrative body of appointed officials which is entailed in a capacity of an organization with definite rules, regulations powers and functions. However, it has been observed that the Caribbean lacks modernized practices and attitudes. Concentration then shifted to social and economic development. At this time, the politics of Trinidad was conducted by the middle class who was represented in the political parties, for example at that time the People’s National Movement (PNM), and supported by the working class. The American colonialists developed themselves within the colonies to the extent of leaving a big mark within the areas they administered (Nash, 10-35). By the time of the American Revolution, the colonialists had established a unifying identity amongst themselves that made them distinct from others. The unifying identities covered various areas such as trade and commerce, administration and laws they passed to govern the colonies. Most of the unifying factors that gave then a distinct identity were based on the need to satisfy their personal and collective goals while others were a reaction to the activities or acts by the local population in the areas they administered. This paper discusses the extent to which the colonialists established themselves before the American Revolution that gave them a sense of unity.

Implementation is simplified by clear objectives of government programs. In the context of government administration, this process necessitates high interaction between the public and private sectors of America. This interaction links all levels of American federalism. Certain factors pose a difference in implementation, namely; uncertainty, inadequate resources, organizational problems, uneven leadership, and growing dependence on others (networked government). Furthermore, the national government delegates the implementation of many of its programs to state and local government (intergovernmental relations).

Imperialists often profess to have an interest in the development of a people or state they intend to conquer. And sometimes there is indeed evidence of ‘development’, but the benefits to the imperialists are always disproportionately greater. The Region has its politico-economic genesis in the bowels of imperialism. The Region, consequently, has progressed or retrogressed within this very context of imperialism. Imperialism has condemned the Caribbean Region to ‘Third World’ status perpetually it seems.

In order to compare and contrast varying types of government within two or more countries, one must have a clear definition of Government and know the purposes it serves. Therefore, I did some research and I have established that Government is a group that exercises dominant power over a nation, state, society or other body of people. Governments are commonly responsible for constructing and implementing laws, handling money, and defending the general population from external threats, and may have other obligations or privileges. All over the world, there are many different types of government within countries. Each kind has its advantages as well as disadvantages regarding the general well-being of its peoples and economy.
