His investigations were more concerned about the British and the German’s governments trying to resolve the struggles of the people rather than the people located there resolving the problems themselves. Claasen’s research found “the British did pass the Defence Regulation of 1939 (covering such things as censorship, looting, and blackouts), which put the domestic society on a war footing” (Claasen 108). The British government had to enact in some way to stop the lootings that were part of the war. The government decided to put new regulations in place to try and prevent some of the crimes that war had driven people to do.
According to newspapers at that time,“the Nuremberg Code didn’t seem to apply to the United States”(Skloot 133). It was unsettling to many at that time that American doctors felt above the rules. this allowed Skloot to emphasise our emotions of fear of doctors above the law and what the could have done. In the modern world one should have not feared the men who were supposed to heal them. One example of doctors who felt above the law was Dr. TeLinde.

At the time of his transfer, Stangl said to Sereny that he did not know the true purpose of the facility until Werner explained the “mercy-killings” of individuals who had disabilities or were deemed clinically insane. Werner then went on to explain how these practices were apart of the civilized world since America and Russia had similar institutes of carrying out euthanasia.
