A dog park would benefit the City of Muscatine. Not only for the pet owners, but property owners in the surrounding area due to a property value increase. So any small percentage of taxes taken out of your paycheck to fund the dog park would eventually come back as a greater payoff when selling their home for said property owner.
As for noise complaints, the majority of the people using the dog park would be apartment residents. Why does that matter? Well, due to the exercise any of these dogs recieve during the day will more than likely make them tired during the night.
