The reporting party (RP) stated foster children Gisselle and Perla Vasquez 's aunt Angela Sanchez came into the Sheriff 's Station and reported she gained custody of the children on 12/21/16. On 12/23/16 Perla disclosed she was inappropriately touched by foster mother Debbie Reynolds. The abuse allegation referral #1211-0745-8341-2072794 was generated on 12/25/16 and a complaint was generated on 12/27/16 (#32-CR-20161227135936). The RP stated the aunt disclosed the foster mother hit the foster children while in care. Consequently the RP interviewed the children and Gisselle disclosed the foster mother would slap the children on the arm or hand as a form of discipline. Foster care is not a perfect system. Many children that are put into the foster care system are separated from their siblings and put into harmful environments. These environments are supposed to be safe and give the child a chance at a better life. However, children living in group homes are not able to develop secure attachment to the people who are supposed to take care of them. Children bounce back and forth from house to house, family to family, causing them to live in an unstable environment through most (if not all of) their child hood.
On Wednesday 10-14-15 at approximately 1700 hours I Officer Hildebrand and Sgt. Hard were advised by dispatch that Debra Vanblaricom was at the station asking to talk to an officer. Debra wished to report an assault on her granddaughter. We met with Debra in the Police Department to speak with her. Debra stated that she feared for her granddaughter 's safety.
Circumstance: Ms. Smalls (MHP), Mrs. Gailliard (MHS), Clarence and Ms. Elizabeth Strong (DSS Worker) schedule medical appointment with the MUSC Foster Care Clinic. Action: MHP called Tara Peevy, RN at the MUSC Foster Care Clinic after MHS explained leaving several messages. Ms. Strong explain emailing the referral form to the clinic. Machelle Green explain receieing the referral form, however unable to reach the DSS worker for additional infromaiton.
C: Mrs. Mack (MHS) reported Jaheim Brown display physical and verbal aggression. A: At 9:58 PM Ms. Smalls (on call case coordinator) was notified by Mrs. Mack that Jaheim started throwing things around the home, refusing to comply with requests and refuse to communicate with Mrs. Mack. Mrs. Mack called law enforcement after Jaheim broke the bedroom closet door and other personal property in the bedroom.
The reporting party (RP) stated on 9/13/16 former foster child Crystal Jimenez disclosed while resident in the foster home of Helen Torres, she would lock the foster child out of the house. The foster child would be required to "calm down" before being allowed into the home. According to the reporting party (RP) former foster child Alize Wills disclosed while residing in the foster home of Reyna Reynoso a foster child named Kenneth Varado Jr. DOB: 7/26/02 did things to her. Alize stated he would come into her room while she was sleeping and kiss her, touch her breasts, and stick his fingers inside her. This occurred on more than one occasion and Kenneth threatened her not to tell. Alize resided in the foster home from September 16, 2016 to October 7,
CCIB received a SCAR/CPS referral #0306-4829-5973-3020047. The reporting party (RP) Ashley Shinn reports her son, Aedan Shinn (DOB: 01/10/12), attends the Reyes family Day Care Monday thru Friday. RP reports a couple of months ago, her son attempted to tell her how the licensee disciplines the children when they are not asleep during their nap time. RP states Aedan at first was going to tell her, but then said he would get in trouble for being bad. As recently as yesterday, Aedan finally disclosed to the RP that licensee when checking in on the children taking a nap and notices the children not sleep with their eyes closed she will hit them on top of the head with a closed fist.
INTRODUCTION: This case involves suspect Rigoberto Molina being arrested for pushing his girlfriend, victim Philomena Verceles during an argument, causing her to fall/hit a table that was located in the room. During my interview with Molina, he was crying hysterically, angry, and made suicidal statements. Based upon Molina’s statements and actions, I formed the opinion that Molina is a danger to himself/other. Officer Acosta #0047, responded to the scene and placed Molina on a 72 hour mental health evaluation; pursuant to WIC 5150.
02/25/16 -The Assessment Summary has substantiated the child abuse and neglect as a FOUNDED. The mother has been charged with 40 criminal charges related to child abuse. (See Attached) 02/23/17 - Citizen Review Board, Josephine Circuit Court, Findings and Recommendations. Bethany remains placed in her long term DDS placement.
Until 2017, the Foster Care Delivery structure in Ohio was supervised by the state but administered by the county. The Ohio Department of Job and Family Services (ODJFS) was the single state agency responsible for receiving and allocating all federal grant awards and overseeing the federal and state child welfare programs. ODJFS supervises the 88 county public children service agencies (PCSAs) that deliver the services and benefits to the children in Ohio. Children in the Foster Care system were under a Medicaid fee-for-service (FFS) model, meaning doctors and hospitals bill the state each time they provide care to the child. In the FFS system, there is limited accountability to providing the best care for the child and ensuring continuity.

On November 6th, 2015 at approximately 1830 hours I, Investigator James Poffel was the on-call investigator and contacted by Officer Garrett Dunlap, regarding him being dispatched to 1517 Baltimore St in reference to a sexual assault report. The sexual assault was said to have occurred approximately two weeks prior. Officer Dunlap informed me he arrived on scene and spoke with the victim, Elia Ramirez and her mother, Marcela Ramirez. Elia informed Officer Dunlap that she works at the Sonic, located at York and Chandler. She informed him approximately two weeks ago, while she was at work, she took her lunch break.

The foster care system helps provide safety and care for children whose families are unable to do so.
has a long history of neglect and abuse. When C. was one year old, her mom was convicted of abandon of child with intent to return and spent seven month in jail. At that time and throughout her life, C. has been left under the supervision of her older sister who is eleven years older than C. That same year, mom’s consumption of drugs on a regular basis posed a concern for her children’s safety as violence escalated. CPS noted that mom lacked control. Since then, mom has been in and out of jail in particular for assault on family member and possession.
