The state never did and infact, the state officer who “instead of giving out the supplies for free, he would charge extortionate amounts from desperate farmers, making as much as US $1,000 a day in profits. The only people who got the grain without paying were members of the ruling party. If depot staff tried to leak the information to the public, they were threatened and dismissed."

There are many examples of extremely corrupt governments and extremely powerful governments. One example is from the year 1960-1966. Political leaders in Nigeria were considered flamboyant because of the fact that they owned huge houses and they rode on Pontiacs and Chevrolets (both very expensive cars at that time period). But eventually, people like Major Chukwuma Kaduna Nzeogwuwere decided to overthrow corrupt leaders and described them as the “ten-percenters” since they “demanded for 10 percent of the value of contracts they awarded.” 10 percent of a value of the contract could be worth a lot of money depending on how much the contract is worth. If the contract is worth 1 trillion dollars then the leader would have 10 percent of the value of contracts, therefore, an embezzlement of 100 billion dollars happens which would have a huge impact on the country itself. On the other hand, “the succeeding government headed by Major General J.T.U. Aguiyi-Ironsi could be said to have consisted of true professionals who were more accustomed to life in the officers’ mess than the luxury of the outside. Many of the top officers never built houses of their own and were not “permitted” to stay long in office to be tainted with accusations of corruption” as stated by “The Guardian” which is an independent newspaper established in 1983.
