Firstly, this is because if the civil service is engaged in partisan politics, implementing policies of their parties would be much easier and more efficient. This is because everyone would want his party to remain in power and so would help in what so ever way they can to win the heart of the general public. Since the civil service is the administrative wing of the government, they contribute greatly in determining how long a party stays in power because even though the government make policies, draws budget and make decisions concerning the states, none of these can be fully realized without the civil service. In that, a government can exist without a legislature or an independent judiciary but cannot exist without administrative machinery. All nations irrespective of their system of government require some sort of administrative machinery for implementing public policies. As a result, the two should not be separated and Civil Servants should be allowed to partake in partisan politics or get robed in party colours as one cannot work effectively without the other. They both operate within a political environment and thus cannot be separated. When Civil Servants are allowed to get themselves robed in partisan politics, it improves the hegemony and coordination between the two. Here, because the service full of individuals that are directly or indirectly members of the ruling government, they may extend the service of experience servants that believe in the ideology of the government. Thereby ensuring some amount of consistency in the civil service. By law, the civil service also inspect and audit the personnel actions and programs of the departments, agencies, bureaus, offices, local government including government-owned or controlled corporations; conduct periodic review of the decisions and actions of offices or officials to whom authority has been delegated by the civil service as well as the conduct of the officials and the employees in these offices and apply appropriate sanctions whenever necessary. This activity of the civil service in done by the Ghana Audit Service whose goal is to help eradicate corruption and unnecessary expenditure of government department and agencies. In this case, because the Audit Service and other members of civil service is if full of individuals that are robbed in colors of the ruling government and may fear the risk of losing the jobs if their party is unpopular and is kicked out of office, they work with full diligence, hard work, dedication and honesty to help their government stay in power.
