Thus, organizations are set apart from institutions, as institutions are able to describe what is meant by the civil service becoming institutionalised. Thus, civil service as a government institution plays a vital role in making sure that the policies from the government result to tangible services within a population group or civil society. Ultimately, a civil serve institution that is centralised with power can bring about negative effects of corruption, lack of accountability and the lack of professionalism with regards to the officials recruitment processes. Introduction On October 1st 1960 , British rule over Nigeria as a colony ended, as well as most of its official structure. Nigerian leaders were left with the task of taking up the leadership of the Nigerian people from the British with a promise of democratic rule; however within fifteen years after independence various institutions experienced great changes bringing great instability and uncertainty to the newly founded government. The Bureaucracy is recognized as a group of unelected government officials, that is used as an administration system. Throughout history, the bureaucracy is “lazy” and “inept” (Milward, Rainey 3), however, an article released by Cambridge University Press, states that the bureaucracy is more competent that we know. The article was released in 1983, despite the age, the article has examples to support their point and reliable references. After fully examining the article, I agree with the authors on their views, The Bureaucracy is not respected as they should be.
Public service should be required for all young people. A community’s development and sustenance is achieved through the active participation of its citizens, in the public and private sectors. Since the ultimate goal of the private sector is to make a profit, they often overlook the well-being of the populace and even the environment. Additionally, the private sector does not offer an equal opportunity to every individual citizen who is able to contribute to her/his community’s development.
