The programme spearheaded by President’s Office - Public Service Management (PO-PSM).
By the mid of 1980’s public expenditure framework expanded far beyond what the Government could afford. Service was not efficient and demand of the public were not meet, that’s makes the Government to realize that the past development policies and strategies were not adequately responding to changing market and technological conditions in the regional, world economy and were also not adopting to changes in the domestic socio-economic conditions. Considering the evolution, industrialisation and transition of many nations to modern public service, the Government of Tanzania started several efforts to change public service delivery to suit up with the free market forces and globalization environment. All those factors lead to Civil Service Reform Programme (CSRP), implemented from year 1991 to 1999, at the same year the country introduced Performance Management Systems (PMS) and Employment Policy that have to be used to Public Service
When individuals ponder everything that went into the making of our nation, there is a plethora of different events to consider. Regardless of how many events, good or bad, have occurred in American history, all human beings alike tend to look at our history with tunnel vision—only focusing on the good. Our citizens, past and present, everyday people to politicians, either fail to acknowledge the existence of our historic downfalls or they manipulate these downfalls into something justifiable. Even more so now than ever, when bad things occur in America, they get purposely swept under the rug and forcefully shoved into the depths of the closet. The reconstruction that occurred post-Civil War is no exception to this aforementioned flaw.
After the proclamation that established the end of slavery was signed and that this could not happen again, three amendments to the Constitution were adopted to clarify what the new status meant for former slaves, descendants of Africans and other races, including some whites who had been under forced servitude. Known as the Reconstruction amendments are 13, 14 and 15 respectively, which grant equal protection before the law, give the same privileges to all citizens and grant the right to vote. Despite the amendments, there were many obstacles and challenges, from the physical liberation of all slaves, their integration into society and the development of interracial relationships. The Proclamation was a military tactic designed to create more agitation among the slaves of the rebel territory; by itself, did nothing to free the slaves of the Union.
In what became known as the Compromise of 1877, Republican Senate leaders worked with the Democratic leadership so they would support Hayes and the commission’s decision. The two sides agreed that one Southern Democrat would be appointed to Hayes’s cabinet, Democrats would control federal patronage in their areas in the South, and there would be a commitment to generous internal improvements. More importantly, all remaining federal troops would be withdrawn from the South, a move that effectively ended Reconstruction. Hayes believed that Southern leaders would obey and enforce the Reconstruction-era constitutional amendments that protected the rights of freed people; however, his trust was soon proved to be misguided, and he devoted a large
There were many major movements and goals of the antebellum reform. Before the Civil War, almost 100 reform communities were instituted. Some were democratic, others were ruled over by an interesting leader. Most of them were motivated by religion, but some had desires to reverse social and economic changes. Almost all of these communities wanted to have a cooperative society, to revive social harmony in an individualistic society and to close the growing space between the rich and the poor.
The Reconstruction era was a period after the Civil War put in place by Abraham Lincoln. This plan was his attempt to bring the nation together as quickly as possible, by requiring the States new constitution prohibit slavery. On January 1865 congress proposed an amendment to the constitution, which would abolish slavery in the United States. On December 18, 1865 congress changed the Thirteenth Amendment completely abolishing slavery. Such a radically change brought an unbalance to the way of life for many people.
The American civil war led to the reunion of the South and the North. But, its consequences led the Republicans to take the lead of reconstructing what the war had destroyed especially in the South because it contained larger numbers of newly freed slaves. Just after the civil war, America entered into what was called as the reconstruction era. Reconstruction refers to when “the federal government established the terms on which rebellious Southern states would be integrated back into the Union” (Watts 246). As a further matter, it also meant “the process of helping the 4 million freed slaves after the civil war [to] make the transition to freedom” (DeFord and Schwarz 96).
Reconstruction era, which was followed by post-civil war, was meant to unite the states back together, reconstruct properties, and most importantly, abolish slavery in the South. Former slaves were no longer belongings of their owners.
P4- when looking at strategies and communication techniques used with different individuals with different needs whom need to overcome different challenges many aspects must be looked at. A challenge Patrick may face may be awareness and knowledge, he may face this as well as others. Patrick may be aware that he has HIV however he may not be aware how much this will effect him and he may not be aware how to deal with it as he may lack the knowledge. Reform movements sought to expand democratic ideals in the years 1825 to 1850. These reform movements ranged from religion to women’s rights. While some movements were a success there were failures as well such as nativism and utopias. They failed to exemplify to democratic society. The reform movements were ignited by the Second Great Awakening.
The Progressive Reform Movement The Progressive Era is often looked as an age of reformation from the economic boom in the Gilded Age. From around 1890 to 1920s, citizens of the progressive reform movement had plans to amplify our American government and economy. The different outlooks and biases have created many interpretations of this era, along with many others. Historians have many different interpretations of the reform movement during the Progressive Era.
My understanding of Human Services is to help people who need additional help and guidence to move forward with their life. Sometimes people need help with external problems such as the loss of a job, the need for food or housing or for help getting out of a dangerous situation or mental and physical health crisis. The Human Services practitioner is a professional who acts as an agent to assist and or empower individulas, groups, families and communities to help them function more effectivly in all areas of life and improve living condition. Human Service professional will always advocate for their clients and will never give up on them and make sure to strive for the clients well being as long as the client want to change.
The Civil War allowed the United States to make the changes necessary to unify the country. In addition, it began one of the most transitional periods in the United States’ history. This period, the Reconstruction, brought about many political, social, and economic changes, which were both beneficial and disagreeable. The 13th, 14th, and 15th Amendments, the Panic of 1873, and the formation of the Ku Klux Klan are just a few examples of heavily impacting events for the United States. During the Reconstruction period there were numerous political transformations in the country.
Reconstruction During the Civil War, a lot of farms and plantations were burned down and crops destroyed. People also had Confederate money which became worthless and the governments were disorganized. Due to these reasons, the South had to rebuild again which is known as Reconstruction. The Reconstruction period was from 1865 to 1877.
