Considering the high crime in census tract 19 and the mission statement of the Boise Police Department (BPD) which is, “To Protect, Serve and Lead our Community to a Safer Tomorrow”, tapping into law enforcement resources is vital to reduce crime in the area. The Ada County sheriff office is within walking distance to the eastern and south-central parts of the tract with the BPD being a short drive from the area. The sheriff’s office is roughly a mile from tract 19’s border and is about a 20-minute walk. BPD is a little further at 2.5 miles from the tract 19 border which is about a 10-minute drive or a 50-minute walk.

BPD employs a full-time officer who is responsible for being the law enforcement point person for tract 19. The goals of neighborhood police officers include; increase confidence in the BPD, decrease fear of crime, listen to citizens’ concerns, solve problems together with the community, improve specific crime problems, reduce calls to the service line, and educate the public. I found listening to, and addressing citizens’ interesting as the neighborhood police officer did not return multiple attempts to reach him to discuss the challenges and strengths of tract 19. Nevertheless, a responsive officer serving a specific neighborhood has the potential to have an impactful presence in the community. The third program the BPD vehemently supports is the neighborhood watch program. The purpose of the program is to reduce and prevent neighborhood crime. The Neighborhood watch literature published by the BPD neighborhood watch programs have resulted in significant decreases in burglary and similar offenses across the nation. Additionally, to complement the primary goal, BPD highlights 4 additional objectives which are; educating community members on the most effective methods to secure their homes, facilitating relationship building by uniting community members toward a …show more content…
To build the bridge capital necessary to strengthen the relationship between BPD and the tract 19 community it is necessary to build trust between the two. Community members must first give the local police officer the opportunity to earn their trust, and when given the chance the officer must be available, then the officer must follow through. It is particularly concerning the neighborhood officer was nonresponsive to inquiries for this research. Perhaps not because the messages were not returned, rather because none of the 4 phone calls attempting to reach the officer were answered. Consequently, it may be difficult for neighborhood residents to entrust a single law enforcement representative if they are not able to be
The readings of the Ferguson Police Department, 21st century Policing Task force, and research of social movement all have similarities, as well as differences. All of these reading come into connection with policing and the troubles and mistrust between policing and their community. All readings were attempting to bring attention to the United States of American that racist stereotyping, and profiling from police officer to particularly our black community still exists. Although these readings have similarities they also have differences. Starting with the Ferguson police department report, which was a very extensive report.
Because of the success of the pilot plan, there was a decision to add eight more officers in 1977 to another high crime area. The initiative plan was to improve the relationship between the police and the community. The effort of the program gave the community a sense of well-being and their voices were heard whether than ignore, therefore it created a safe environment. Elgin Law Enforcement

Jeffery Williams Community Policing Police interactions with community members has long been a topic of conversation amongst the public, and that has only been amplified over the past year. With the events in Ferguson, more and more Americans have called for better training and insisted that officers be less militaristic. One possible solution to improve the image of the police to the public is community policing. Many departments have adopted it, or claim to follow its principles, but results can be mixed, and total commitment from the entire precinct can be hard to accomplish.
Preventive patrol is one of the oldest form of policing. Its purpose is to deter criminal activity by placing a police officer in the view of the general public (Schmalleger, 2014). It is the officers responsibility to keep a diligent eye for any potential criminal activity, and then to intervene if necessary and lawful. This method of policing is often adopted in communities where criminal activity is high (US Legal Definition, n.d.). Deterrence is not the only purpose for this style of policing.
Problem solving is used to reduce offending in a community. It believes that crimes are caused by existing social conditions. It involves both law enforcement and the community in ways to reduce or prevent crime (i.e., neighborhood watch). The community is a very important aspect of this operational strategy. Departments need to do more to develop solutions with a partnership of the community.
The Planned Change Model is a seven step process which involves: engagement, assessment, planning, implementation, evaluation, termination and follow up. (Campus, 2014-2015) In the scenario provided, as social workers the first step would involve engaging the community. As a community dealing with the issue of crime, it would be important to include all stakeholders from the community, victims as well as non-affected individuals.’ Secondly, we would walk through, speaking randomly to engage community members so as to get information on what is happening on the grounds of the community.
Problem oriented policing is a combination of law enforcement and social work (Jackson, 2016). This combination approach helps police officers to identify problems, analyze then, and determine the underlying cause. Identifying and addressing the root cause of crime is the goal of problem-oriented policing (Roufa, 2017). The SARA model is used to help officers with this method of modern policing. Problem oriented policing and the SARA model are used to proactively prevent crime, vs simply reacting to it.
Crime specific strategies are targeted strategies, targeted specific offense committed by specific types of offenders at specific times and place (Hoover, L. 2014). New York City introduces a crime specific strategy by using random patrol in the early days, and it produce positive results. A crime specific strategy entails a combination of match between targeting and tactics (Hoover, L. 2014). There are different ways to be effective in reducing crime such as planning, monitoring, contemplative, being proactive and continuously too modified. While being proactive in doing investigation will help to reduce crime by leading to more arrests being made.
The topic for this research proposal project is on community policing, and the factors that are involved in determining if relationships between law enforcement and citizens in these neighborhoods are strained. In order to be successful, community policing must be built on trust, as both civilians and law enforcement must work hand in hand to protect their communities. If there is a lack of trust, then these programs becomes broken, and can therefore lead to other violence and criminal acts. This research proposal project will focus on minority based communities and citizens, where the majority of the citizens are either African American or Hispanic.
Public housing often brings to mind images of urban decay, poverty, and serious crime. Indeed, rates of violent crime are generally higher in public housing sites than at other inner-city locations (Brill and Associates 1977; Dunworth and Saiger 1993; Roncek, Bell, and Francik 1981; also see DeFrances and Smith 1994). Concerns about crime in public housing have dominated public policy agendas for many years and have spawned numerous crime control and prevention programs. Many of these programs date back to the 1960s, when housing administrators realized that high-rise public housing developments built in the late 1950s were a security disaster (Annan and Skogan 1993). Since that time, public housing authorities have experimented with CPTED
