The concept of Facility Management has undergone a development for the past 25 years. In the start of the 1990s the concept of Facility Management came from the United States to Europe. Therefore, they started to fill the term with content and to define the tasks and topics, which were supposed to be associated with that concept or rather the new management topic. Furthermore, federations such as the GEFMA (German Facility Management) and the IFMA (International Facility Management Association) were established that dealt with the new management topics. Due to this development there was not a clear definition of Facility Management for many years. (Braun, 2013)

In general it is divided into operational and strategic management. In contrast to the operational management, which mainly covers the operative implementation of all activities, the strategic management deals with the management activities. Here for instance decisions are made about the best use of facilities resources, how to implement new technologies, how to use money effectively and how to increase revenue. (Pertz, 1995) The operational level deals with maintenance, cleaning, security, interior planning etc. In the Anglo-American parts it is also increasingly spoken about a medium level in facility management – the tactical facility management.
First of all, the strategies and activities regarding the facility management are made as a function of the business objectives. Within these general conditions the performing level – the operational facility management – is doing the actual activities. It is the adaption from the micro to the macro environment. The macro environment in this case is the city. So overall the urban facility management does not only cover the facility management part but also other areas such as urban development, urban management and urban sustainability.
