On July 15, 1987, through the Executive Order No. 220, the Cordillera Administrative Region came to be. Stating that the provinces, Abra, Apayao, Benguet, Ifugao, Mountain Province and Baguio City are ready to become one as an autonomous region. However, after years of preparation and planning, the plea for an autonomous region had been rejected twice (Republics Act 6477 and 8438). Unfortunately, the Cordillera Administrative Region is only temporary for it states in the executive order that there shall only be a preparation to establish an autonomous region in the Cordilleras. If the third plea would be rejected, it would send an impression that the provinces are not capable and are not united enough. Sending back the provinces …show more content…

The region is at the hands of the Regional Governor, Regional Vice Governor and the members of the Regional Assembly. In which there are certain qualifications that they must need to meet to be an official. At least 35 years of age, a registered voter in the region, have resided for at least 5 years and is able to read and write English or Filipino or any other local language are the qualifications needed. The disqualification would be if the candidate is a part in a political dynasty. That is why the Cordilleran autonomous region is needed to concentrate specifically on the indigenous people involved. In its plans, under the House Bill 5343 (2017), section 25, there will be the development of the preservation of the cultural heritages such as establishing of libraries, museums, declaring of historical and cultural sites. This helps to secure and maintain the cradles of culture to prevent it from disappearing as land reforms happen due to modernization and over population. Also, section 119 states that the Regional Assembly shall coordinate with the local government units to encourage marketing and exportation of Indigenous products.
