Cultural Interactions
China has always complained about the invasion of western culture since late 1970s. They believed that the American and European countries have targeted the Chinese people and even some Chinese scholars said that the society has come through a “westification” process. After the cold war Beijing kicked off a program of cultural awareness in and outside the country to restore Chinese culture. Outside China the move was represented by introducing the Confucius Institute in 2004. The first was inaugurated in Seoul, South Korea and today hundreds of them are active across the globe. Roudabeh Kishi and Clionadh Raleigh from the Department of Geography in University of Sussex suggest that the more African leaders receive direct aid money from China, the more likely they would be to use violence against civilians and political opponents. They situation could be assessed by first taking into consideration the cultural and social roots of governing systems in Africa. Robert Calderisi in his book “The Trouble with Africa: Why Foreign Aid Isn’t Working” states that the majority of Africa’s leaders are “complacent, petty, and egotistical” and that “Corruption is so endemic” that it has become rooted in societies and limits everyday living. Based on this and also data provided by ACLED (Armed Conflict Location & Event Data Project), Kishi and Raleigh say the leaders with the above-stated characteristics are usually tended to distribute the aid money across their country unequally. For instance they allocate the biggest parts of the aid to projects in their homeland towns regardless of needs and priorities. This makes civilians unhappy with the way the government is treating the country and as the African states are usually poor and underdeveloped, they start calling for the money to be spent on other developmental projects. In that case it would have to kill so many people and destroy so many cities and towns in those countries. Such a move would guarantee the U.S. dominance in those regions but it would also guarantee a lasting hatred among the African people and politicians toward the American leaders, companies, people and even products. Moreover the U.S. would have to allocate a permanent budget to maintain what it has achieved and it would suffer possible attacks by locally-formed resistant
