Introduction: The term decentralization especially in terms of public education means that the transfer of administrative and financial decision making powers is transferred from the central ministries of education to the local government , communities and schools. Research has shown that decentralization in education is more efficient because it encourages participation of all stakeholders that contribute to improved learning outcomes and better quality of teaching. Decentralization can work well if local communities are given the resources and empowered to achieve the same. The National Policy on education in 1986 emphasized on decentralised planning and management regarding elementary education. The policy looked at direct community involvement through the formation of village education committees for improving school education at the village level. The Right to education Act of 2009 recognises the role of self-governance in education through the formation of school management committees . Thus the Panchayati Raj Institutions were designed to encourage people meet their needs locally .It was thus recommended that primary education be the responsibility of the Panchayat. Thus based on the task force recommendation of 2001 the Government of Karnataka took initiatives of forming SDMC across all government Primary, Higher Primary and High schools in Karnataka. The role of the SDMC was to involve the local general and parents of school going children in the schooling process to ensure quality education for all. Thus, community participation did result in improvement of access and quality to the schooling process. The local communities played a role in providing infrastructure and played a role in retaining students in schools by ensuring that the incentives reached the beneficiaries. They also played an important role in school governance and monitoring of teacher’s absenteeism, deciding local holidays, mobilising resources and doing most of the administrative work like maintain accounts
