I was fortunate to work as an intern in DeKalb County government at a very interesting time in the county’s history. The CEO of DeKalb County, Burrell Ellis was on trial for perjury and extortion and was found guilty, and as a result there was an interim CEO for the county that brought in his own staff. In addition, there was a special election held for the District 5 Commissioner vacancy. The county was going through a period of uncertainty both for its officials and residents. Although I was new to the organization, I could easily feel the unrest of all of the county staff members. I was strategic in forming positive relationships with all members of the Board of Commissioners central staff and all the staff members of each district and county division regardless of political affiliation or position. DeKalb County was a semi efficiently run government. In my particular office of District 3, the lines of communication were very clear and the operations flowed smoothly. However, throughout the entire county government office, it was very evident of the “game of politics” that was played among all on a daily basis. DeKalb County government has many departments that all serve the residents of the county, but most often work independently of each other. As I look at the county operations I did see issues of inefficiencies in the communication of the various departments. It seemed to me that often, different departments were behind or misinformed on information and not every agency was on the same page. I believe that a reason for the confusion between departments can be widely attributed to the lack of definite leadership from the county’s CEO office due to changes in office and uncertainty of the upcoming special
JACKSON COUNTY, W.Va. — Authorities in Jackson County arresting 13 people Tuesday as part of a warrant sweep. In Steubenville, Ohio, a sixteen-year-old girl was attending a local high school party with her friends. The girl was more intoxicated than others and refused to go home after the party was shut down. She then joined a group of guys who were going to another party and when they get there, the girl was too drunk to remember anything else. Two of the boys that were with her were Trent Mays and Malik Richmond. Both of them were football players at Steubenville High School, which was a big deal in small town Steubenville.
In history there are a lot of great leaders who stood up for what they believed in and never gave up, such as the books A Mighty Long Way by Carlotta Walls LaNier and Little Rock Girl by Shelley Tougas. In the book there are young leaders who never gave up and had a great impact on young people. 14 year old Carlotta, was in the group with 8 other young teenagers who only wanted to make it to class. Just making it through the door of Central High was a huge relief. In 1957, during the integration in Little Rock Central High school, the media illuminated certain events but showed an inaccurate or incomplete picture of other events.
In the State of Tennessee, ever so often qualified voters head to the polls to vote for our public officials. For some like Campbell County Mayor E.L Morton, election day determines whether he keeps his current job, or whether he will soon be drawing unemployment; however, for others like Sue Marlow, an Eligibility Counselor with the Tennessee Department of Human Services, election day is the day that she gets to vote for the person who she thinks is best for the office. Both Morton and Marlow are examples of how a person should exercise their civic responsibility. The Constitution limits power on Government through Checks and Balances. In a 1944 case between Korematsu and the United States during World War II, a presidential executive order gave the military authority to exclude citizens of Japanese descent from areas deemed critical to national defense and potentially vulnerable to espionage. Along with this they also arrested Japanese Americans and forced them into internment camps. Korematsu however, a US citizen from ancestry descent, refused to leave his home in San Leandro, California. Korematsu appealed, and in 1944 the case reached the Supreme Court.
On the local level, people are very free to express themselves. Mr. Williams’ current firm does not handle the corrupted system in DeKalb country, but they are aware of the corruption. Mr. Williams feels like the mentality and civil culture that sustains a democracy has dissipated. He believes that we no longer have the same mindset as the founding fathers had, so he does not think that we are capable of sustaining a democracy. He is deeply suspicious of people who want to run for public office.
The economic development committee meets twice a month to discuss the following: housing, labor and industry, and budget and finance. The labor and industry involves the NAACP, Kankakee County Minister Alliance, and the Kankakee Chambers of Commerce work together for hiring minorities in Kankakee County. Currently in Kankakee County the unemployment rate for minorities is 12%. Political Action Committee involves NAACP, School Board Candidates, Road Commissioner, and Township Supervisor. This committee meets quarterly, and their major concern is voting rights and discrimination.

In the past, leaders like Martin Luther King, Jr. had traveled from city to city helping to foster victories. In Cleveland however, Stokes openly disapproved of King’s being there and even asked him to leave. Stokes, himself, saw this as a bold move, but he knew that he had to run this election his own way, without the help, or perhaps accidental hinderance, of King. This is representative of a larger growing feeling that King’s tactics were not as successful as they once were. For one, he was no longer in small cities throughout the South.
A Study in Administrative Behavior, is a study of bureaucracy, in particular, the United States Forest Service (USFS) during the late 1950s. In Street-Level Bureaucracy: Dilemmas of the Individual in Public Services, Lipsky defines street-level bureaucrats as the “teachers, police officers and other law enforcement personnel, social workers, judges, public lawyers and other court officers, health workers, and many other public employees who grant access to government programs and provide services within them” (1980, 3). The book provides us with an insight into the everyday life of a street-level bureaucrat and shows their unmistakable role in delivering social services. Lipsky believes policy is best understood when looking at the people at the forefront of the implementation process; those that have to deal with both the government and the public. 41. Mapp v. Ohio (1961): The Supreme Court ruling that decided that the fourth amendment’s protection against unreasonable searches and seizures must be extended to the states. If there is no probable cause or search warrant issued legally, the evidence found unconstitutionally will be inadmissible in the courtroom and not even considered when pressing charges. The exclusionary rule, in this case, is a right that will restrict the states and not just the federal government, including the states in more of the federal rights as outlined in the Constitution.
I observed a Mauston City Council meeting on September 8th at the City Hall. The meeting lasted for a total of 38 minutes, 13 minutes of that time was spent in closed session. The members in attendance were Mayor Brian McGuire and council members Dennis Nielsen, Dennis Emery, Francis McCoy, Steve Leavitt, Rick Noe, Floyd Babcock, and Leslie Householder. Joining them were Acting Police Chief Mike Zilisch, City Administrator Nathan Thiel, Public Works Director Rob Nelson, and Administrative Assistant Diane Kropiwka. Many high school students were there to observe the meeting.
