Bhutan remains isolation for a longer period, during that time, there is no development activities, no political leaders, and no policy stability. Moreover, Bhutanese people remain under tremendous pressure of civil war, as there is a problem between dzongpons and penlop for the post. In order to overcome this problem, gyaldrung Ugyen Dorji put a petition to center monk body stating that if Ugyen Wangchuck thrown to the first king, hope problem would gradually minimize and development would take place. Later on, they decided and come up with a proposal and made Ugyen Wangchuck as the first king of the country. There will be chaos and disorder among or within the country. There will be discrimination among the people and no peace and harmony in the country as well as people mind too. Moreover, there would not be development activities as about mention. People would get platform to discuss issues of the country and could not get an opportunity to participate in the nation building. Moreover, people have to engage in social work as powerful people might have dominated and make to work under their control. Whereby people have to bear the hardship of life been under their control. There is no fundamental right and fundamental duty of the people whatever they ask us to do people has to follow the advice of the leader. But we are not, we are lucky enough to born in the country without having any problems and chaos. We born to sound and peace country having all facilities that is the necessity for all living being. On top of that, we are born to a religious country having good blessing places. People can raise their voice and work according to the law of the country, as they got fundamental rights and fundamental duties. In 1961, the 1st five-year plan was opened in our country, which brings drastically change in our country development. There is 1770 km of road construction which help in smooth and faster journey. Whereby work of people become easier and give more pleasure to people. In olden days, there is no such facility, so the life of people has been complicated and most of the people have to walk week by week, month by month in order to reach one place to another destiny. However with implementing of 1st five-year plan, the lives of people become more efficient and faster. The people will get the door to door services until if they effort transportation charged. With the help of road, all dzongkhag will connect each other. In past due to lack of facilities like hospital, most of the people have to dry at the age of 38 due to the effect of diseases like malaria, Sinusitis, Arthritis, and Rheumatism etc… there is no cured for this diseases. Life expectancy of people becomes short. But after 1961, the number of hospital and dispensary are increases and life expectancy of people also increases to 65, which shows that health plays a crucial role in the
