Indicate what the Texas Bureaucracy is, how it is similar or dissimilar to that of the Federal Bureaucracy, and why?
Bureaucracy is the system of non-elected officials administering government policies and program through the executive branch. They are in charge of building roads, the inspection of gas pumps, inspecting facilities for cleanliness, writing tickets, education, transit system operation, and being a game warden. The difference between the Texas Bureaucracy and the federal Bureaucracy is the CEO. And the federal CEO is the president because he gatherings appointed, or ex officio, and there are levels of both positions and corporation. The Texas Bureaucracy does not have a CEO; the powers are spread among all the different bureau heads. (Slides 2 -20) Indicate how the agencies of the bureaucracy can be organized.

Indicate what the bureaucratic characteristics are, which is most important to control for, and
In Texas the local government, county governments, are extensions of the state government acting as the administrative arm of the state. At the local level, municipalities, school districts, special districts, water conservation districts, and a myriad of boards and commissions allow citizens to participate in many elected and appointed capacities. Counties are constitutionally limited in their authority. The 254 counties in the state vary in geographical size, population, natural resources, and property values. This is controversial in that counties rely primarily on property taxes to provide basic services including law enforcement, courts and jails, building and maintaining roads and bridges, and record keeping for the state.
The Texas Legislative Branch of Government The Texas Constitution divides the state government into three separate: the executive branch, the judicial branch, and the legislative branch. These three branches share equal power within the Texas State governemt. The executive branch is lead by the governor, the judicial branch consists of the Texas Supreme Court and the local courts around the state, finally, the legislative branch, is lead by the Texas Legislature, which includes the 150 members of the house of representatives and the 31 members of the state senate. These members of the house of representatives are elected to two-year terms and Senators serve four-year terms.
Washington v. Texas (1967) is a US Supreme Court case about the right of criminal defendants to have witnesses testify on their behalf. The Court decided that the Compulsory Process Clause of the Sixth Amendment to the Constitution applied in state courts as well as federal courts. At his trial Jackie Washington had attempted to call his co-defendant as a witness but was blocked because state law prevented co-defendants from testifying for each other, under the theory that they might lie for each other on the stand. The Supreme Court reasoned that the Due Process Clause of the Fourteenth Amendment gives defendants the right to fair proceedings, including the right to compel defense witnesses to testify. In previous cases, the Supreme Court
Bureaucrats are held to insane standards that they cannot live up to. But, everything can be improved upon, even bureaucracy. Instead of reform, there are other continues models we can follow. Three adaptable ways to continue improvement are demonstration projects, organizational report cards, and external
The Texas State Court system is very structured. There are 5 levels of the Texas Courts. Level 5 starts with Justice and Municipal Courts. Justice Courts have Jurisdiction over civil actions, small crimes, and criminal misdemeanors. The Municipal courts have jurisdiction over municipal ordnance cases and criminal misdemeanors that are only punishable by fine.
Federal bureaucracies are a large role in our government by managing thousands of federal programs. These bureaucracies hold a lot of power but still have to be held accountable. The President, Congress, the judicial system, and the federal bureaucracy itself hold federal agencies accountable. The President has the power to hold federal bureaucracies accountable through executive orders but does not personally have the knowledge or time to oversee bureaucracies on a day-to-day basis (Patterson, 2013).
The Texas Executive The Texas executive branch is where the power to execute the law resides, and where the Governor holds power. Due to Texas’ difficult past with corrupt Governors like E.J. Davis that have gained too much power, our government as a whole decided to put in place a plural executive. A plural executive is when power of the Governor is broken between multiple heads in the government, rather than having that power all rest with one person. Having a plural executive helps to keep the amount of corruption in the Texas executive branch down, by ensuring that one person is not able to gain too much power and thus corrupt the rest of the government by appointing based on friendship.
In America, the judiciary has a legal system that helps solve any personal, economic, social, and political problems or cases. These cases are withheld in a court and presented to a judge and either a grand, petite, or hung jury to finalize their jurisdiction on the problem. In this essay, I will explain the structure of the Texas court system and their type of cases. To start, civil and criminal cases are two types of cases in this legal system. Civil cases handle private rights and remedies, personal injury suits, divorces, child custodies, or breach-of-contracts.
The Texas Constitution is a document that explains what powers and authority the government has and how far that authority and power extends (Champagne and Harpham 71). Much of the rationale behind changing the Texas Constitution over the years has been to make sure that these regulations on power and authority are practical for the current time. In addition, we add amendments to the constitution in order to make it align with the current views and needs of society (Champagne and Harpham 70-71). Throughout the history of Texas there have been numerous attempts to try to reform or change aspects of the Texas Constitution.
The framers of the Texas Executive established a system that was designed to check the powers of the government. As opposed to the US Constitution that vested the power of the executive in the president of the nation (Berry, 1385), the Texas Constitution sought to ensure that the state did not have the excess powers. As such, they came up with a plural system where a variety of individuals make up the executive branch of the state (Texas State Government at a Glance). While the governor of the state remains as the highest ranking officials in the state, they hold the least of powers in the plural system.
Additionally, the faction is individuals were appointed to be on a healthcare board with no medical background. The board consisted of successful business people that lacked or failed to enforce business processes, marketing and operational knowledge. Another challenge people in leadership positions did not care if the work was performed. However, leaders on the board nor leaders connected to the organizations refused to participate with enforcing employees to follow policies set forth. These companies conducted several mergers and each entity are connected with the board fail to deliver positive results in any capacity.
The Organization of the Executive Branch Compare and contrast independent agencies and government corporations. Most agencies, bureaus and cabinet departments are essential to the operation of bureaucracy as a whole. Independent agencies are agencies that are not a part of the cabinet. Instead, independent agencies are built by Congress independently from the departmental structure.
The German sociologist Max Weber [3] described many ideal-typical forms of public administration, government, and business. Weber agreed that bureaucracy constitutes the most efficient and rational way in which human activity can be organized, and that thus is indispensable to the modern
2) Charismatic authority; where acceptance comes from faithfulness to and beliefs, personal qualities of the rulers. 3) Rational-legal authority; where acceptance came from the office, or position, persons authorized as limited by the rules and procedures of the organization. According to Weber, bureaucracy is a goal-oriented organization that operates efficiently to achieve their goals according to rational principles. And also, according to Weber, bureaucratic organizations operate “sine ira ac studio, meaning without a sense of bias of favor, relying solely on a professional decision-maker” (Rheinstein, 1954, 190-2). Hierarchical bureaucracy is one of the key features and essential in an organization.
A centralized structure is usually designed and has a formal layout. While in a decentralized organizational structure, the decision making control is distributed among departments and each department has certain degree of independence. It is usually emergent. Bureaucracy in an organization is based on single chain of command from top level to bottom level. It is the most rigid and formal type of organizational structure.
