INTRODUCTION
Diplomacy is perceived as a foreign policy tool of a state in other words the two cannot be separated; they are interdependent in a way. The practice of diplomacy changes according to the changes of foreign policies and in the ideologies of foreign relations (Van Dinh, 1987), he continues to say that diplomacy can never be static or independent of change. Diplomacy is a way of building relations with other countries through actors called diplomats and in doing so they expand the form of contact be it , ideas, people and products from other countries thus internationalizing people and states which in other words is globalization.

Diplomacy is highly related to representation, negotiation and relations. The origin of the term comes from the Greek word “diploma” which means a formal letter, memorandum, or document folded in two as a sovereign act, which one party (the state) would hand over to the second and then the second to the first one after the completion of job negotiations, i.e. agreement (Vranješ & Zeljić, 2013).
(Akingboye & Ottoh, 2009), defines diplomacy as the use of tact, commonsense and intelligence to reach agreements, compromises and settlements with other states in the global state. On the other hand diplomacy as according to a different author (Berridge, 2005) is a political activity that enables actors to pursue their objectives and defend their interests through negotiations, with no use of force, propaganda or law. Communications and diplomacy is essential to the success of two societies that come to interact, especially when the peoples are so different as the Pamunkeys and the English colonies of Jamestown were. Good points. When diplomacy fails, and a nation does not wish to partake in war, what actions can be taken to avoid sending troops into war? The United States has experienced war many times throughout the nation’s history, and the internal toll that war can be detrimental if not entirely supported by its citizens. Protests, peace movements, political turmoil, decreased support for combat troops and diminished support for the sitting president are some issues, which a war can draw out from the homeland. Foreign affairs are when you have an alliance with a foreign country. George Washington had great advice and took time to create this long address to help us and no one took it into consideration and now, unfortunately, he would be disappointed with our country today. One of the pieces of advice in Washington’s Farewell Address had to do with foreign affairs. Washington’s advice was to not get strong alliances with foreign countries. This is because if you get too entangled with a country there is no way out unless there's an app brawl.

So countries need to assess national interests, whether to cooperate or not. Constructivism also emphasizes the influence of culture in international relations. This is because the relationship is true not only taking into account the political and ideological aspects alone, but also the cultural aspects. For example, if there are cultural similarities between actors will be more likely to facilitate collaboration and no conflicts will occur. This can be seen through the relationship between Malaysia and Indonesia that have a similar culture, namely the cultural and religious expression of Islam.
Constructivists reject such a one-sided material focus. They argue that the most important aspect of international relations is social, not material. Constructivists have demonstrated that ‘ideas matter’ in international relations. They have shown that culture and identity help define the interests and constitute the actors in IR. All students of IR should be familiar with the important debates raised by constructivists, about basic social theory and about the different ways in which ideas can matter in international relations.
