This approach of UN did not help in recognizing the rights of disabled person. As the General Human Rights Instrument were not capable of broad interpretation to provide shelters to the rights of disabled person, this approach has charity aspect inbuilt. Further the UN considered only physical disability as a criteria to be eligible under the project. This insensitive approach has to be condoned as the rights of disabled were still in nascent stage. In the 1940’s and 1950’s, the United Nation focused on promoting the rights of the person with physical disabled through a range of social welfare approaches. The first decade of functioning of the United Nation Organisation (1945-1955) created two principles bodies. United Nation Secretariat and the Economic and Social Council , to deal with disability issue. Their focus was on promoting the rights of person with physical disabilities ,such as blindness and deafness.
