Most criminal justice agencies, including correctional and law enforcement agencies utilize a hierarchical type chain of command structure (Stojkovic, Kalinich, & Klofas, J., 2014). The major organizations that accredit law enforcement agencies and correctional facilities require that each have policies in place to cover most of the operations of the agency. Policies and other rules and regulation limits behavior in a given situation and limits an officer’s discretion in certain situation (Carlson & Garrett, 2008). While this is seen to produce accountability, it reduces the innovation and creativity by employees (Jitendra & Morrissey, 1990). Employees have to be allowed to make some decisions and decide on what course of action to take
