Stance: The Government should develop country parks for housing purpose After investigating on different advantages and disadvantages of the government developing country parks for housing purpose, with reference to the parameters based on the coverage and the effectiveness of the development, the Hong Kong Government should develop country parks for housing purposes. Those parameters should be considered as the development of country parks can benefit a large group of people and the effectiveness can be measured by the ease of development. Parameter 1: Effectiveness In terms of the advantages of the development of country park as housing purpose, a large group of Hong Kong people can be benefited from the development (i.e. wide coverage) as developing country parks can increase the housing supply in Hong Kong. According to the Hong Kong Housing Authority, as at December 2016, there are around 148000 general applicants for Public Rental Housing and the average waiting time is 4.7 years. This shows that a large amount of people are suffering from the housing problem and the high land rent. According to Charles Chan, the managing director of Savills Valuation and Professional Services stated that using just a few percent of the country park land is enough for 10 years of housing supply. This shows that developing country parks can significantly increase the housing supply of Hong Kong in the long run, shortened the waiting time and can alleviate the housing problem in
Overlea Boulevard, in the Thorncliffe Park community, has been identified by the City of Toronto as a main street corridor that requires a new plan to address the transition of land uses in the area and to more readily address the needs of the residents within the community. The community has a significant south Asian immigrant population in addition to various other ethnicities that live within the immediate area. It is estimated that the area immediately south of Overlea Blvd. and along Thorncliffe Park Dr. has a population of over 30,000 people. Besides the pressures of housing and providing services to such a populous and diverse community there is the need to provide community-gathering spaces and to improve Overlea Blvd.
We also will advocate on inclusionary zoning and working with legislature leaders to look at best ways to have the community benefit from the HOME program to include larger units built to accommodate those who require 4 or more bedrooms. The HOME program provides grants to states and units of general local government to implement local housing strategies designed to increase homeownership and affordable housing opportunities for low and very low-income Americans (U.S Dept. of Housing and Urban Development, n.d.). 4 U Housing Coalition would like to provide a 5-year timetable to look at how effective our efforts are for the Humboldt Park community. Our program methodology will look at community stakeholders to assess access of larger units through workshops and follow-up. The policy proposals developed and legislation formed will be a basis for significant efforts.
Due to the ever-growing expansion of roads and buildings, there has been a shortage of green space and parks in the area. The removal of natural habitat also results in the local wildlife to have inadequate space to live, thus damaging the local ecosystem. The growing residential areas with increasing population density results in higher energy and resource consumption. The government had tried to amend the problems via the creation of more green spaces and reserves around the suburbs, such as Barangaroo Reserves, which helps in maintaining the local ecosystem and provide areas for citizens to use for recreation. As shown in Fig 3.1, whilst the majority of Barangaroo consists of urban skyscrapers, the urban developers left land for green space in the surrounding areas.

The national parks in the United States are filled with spectacular natural land and rock formations, pure and clear lakes, and unique wildlife found nowhere else. However, many individuals never experience what these parks have to offer. National parks are underdeveloped compared to scenic areas of other countries. Robert Sterling Yard is a business man using his skill and knowledge to propose a plan to develop national parks and create a booming scenery market with private businesses. In Robert Sterling Yard’s article, “Making a Business of Scenery”, Yard uses comparisons, examples, and imagery to persuade his audience that national parks in the United States should be treated like a private business.
The underlying reasons for the belief, impression or thought that the US gov-ernment must continue to fund national parks is often overlooked, misunder-stood or unheeded. In his essay, “Government Must Preserve National Parks.” Author Todd Da-vidson builds a cogent, detailed and absorbing argument by employing a varie-ty of rhetorical techniques and persuasive strategies, most notably, an array of pertinent facts and statistics, appeal to emotions, and a logical argument to persuade his audience that the US government must continue to fund national parks.

Many other “natural” things in the world have been mutated, or have been changed to make it more beautiful and more appealing to people. However, a National Park is something that has been around most likely for years and should not changed but instead preserved so that years into the future people can still enjoy its natural look. “Congress decreed that 2.2 million acres be reserved and withdrawn… dedicated and set apart as a public park or pleasuring ground for the benefit and enjoyment of the people”(Layzer, 279). National parks were for people to enjoy in a way that is enjoying to them.
