Many developing countries are racing to fight corruption over this last decade, as corruption brings many negative impacts worldwide, such as discouraging investment, decreasing quality life of citizens, poor public services, and damaging social cultural life. Kauffman et al (as cited in Mistry and Jalal, 2012) argue that there are three main causes of corruption. These causes are lack of accountability and transparency, too much discretionary powers of bureaucrats and the monopoly power of civil servants. Thus, these need to be confined by building good governance and accountability in all of public service area. A study in Punjab state, India, shows there are several factors that lead to reduced corruption. One of the factors stated in this study is by applying directly at SUWIDHA Center (Single User-friendly Window Disposal Helpline for Applicants) and using the Single Window System. This system uses one roof and no middleman. Therefore, the applicants who have civil affairs can connect directly to officials of SUWIDHA and they are charged on base government rules. Furthermore, applicants will be able to know the status of an application via online, so they are less likely to give bribe to the official (Singla and Aggarwal, 2012). Thus this system is more likely to be useful to reduce petty corruption in developing

Bureaucracy, Almost everyone deals with bureaucracy every day in one way or another and even if you do not personally deal with a bureaucratic official today your activities are being monitored by a bureaucratic system somewhere, but despite the fact, most people still have very little knowledge of how it works and its significance. To understand bureaucracy more it is a collection or group of official who engage in administrative and policy making duties. It is a system of government or business that has many complicated rules and ways of doing things. how democracy could reduce corruption is to be explain statistically, graphically, and verbally. To demonstrate how democracy reduces corruption, firstly the tool using to indicate the amount of corruption is needed. Corruption as the act of the abuse of power for self-interests or to obtain a personal benefit is hard to be precisely counted. The estimation of corruption cannot be done by simply counting the time of corrupt activities.
The intent of this criticism is not to point the many flaws of bureaucracy, rather to better improve upon it. I believe its important to first establish that not all public bureaucracies can be seen as dysfunctional just because one is. An example of this provided by Knott and Miller is that when the New York City Police Department found corruption in its vice department, it didn’t mean that all police officials were a suspect of the case (Knott & Miller, 1987, p. 118). Furthermore, in the United States, most interactions with local bureaucracies are fairly present. A study presented by Knott and Miller from 1963 presents that Americans feel much more equal treatment from bureaucracy in comparison to other parts in the world.

Anderson (2003), there are several implications of this concept of public policy. It refers to a purposive course of action undertaken by a government in dealing with certain problems or matters of concern. Firstly, public policies are purposive or goal-oriented actions rather than random behaviours or chance occurrences. Secondly, they can be courses or patterns of measures taken over time by governmental authorities rather than separate and distinct decisions. Thirdly, they are in response to policy demands and involve other actors, such as individuals, groups of citizens, groups of representatives, or legislators and other public officials, in action or inaction on certain public issues.
