The investigation brought awareness to four areas of conflicts under the education reform (i) political dimension (ii) the church vs. the state issue (iii) cultural differences and (iv) scarce resources Eyken, Goulden, & Crossley, (1992). The findings of the investigation concluded that the education reform lacks success for improvement in students’ performance. Belize was not the only country to implement education reform with the intention of improving its education system; however, Taiwan Ministry of Education also borrowed policies and strategies from another country without considering their local context.
