I would like to keep you all informed about a phone conversation that I had yesterday with Mr Turknington. He called me to let us know that his family had yesterday a meeting with DHS-CW. He said that the meeting went smoothly and he was respectful.
In our conversation, I strongly suggested to work with DHS CW workers and supervisor, following DHS CW plan and be respectful in meetings. I restated that having an open and respectful communication channel with DHS CW will benefit the children. I reminded him that the DHS CW ultimate goal is the children’s safety, so it is important that his family cooperate with DHS CW.
I believe he understood. He also stated that his brother, Dereck, is willing to cooperate with DHS CW following the DHS CW recommendations, submitting UA’s, taking anger management classes and other.

Turkington, will be considered a safety service provider. I told him that my understanding was that his father wanted to be a relative placement for his grandchildren. He was not clear if he changed his mind. He just said now his father wants to be a safety services provider to supervise his brother visitation.
At the end of the conversation, he mentioned some concerns about the foster parent, Kathy Rosario’s, home. He stated that he knows that she has marijuana pot in her backyard. He mentioned as well that she has a friend, Matt Swanson, who is an alcoholic. I told Mr Turkington that I will pass this information to you Laurie, but I informed him in general terms that before a foster parent is approved, the certifier will have done an assessment of the home, including background criminal checks.
Thank you Laurie for all your help on this case. Your direction at the meeting was very important to reestablish the communication and guide them to stay engaged. I truly appreciate it.

Spoke to Vivian Ortiz (DOB 6/20/75) who stated that her juvenile son (16 years old), Elijah Perez (DOB 7/3/99), was being destructive and threw things around the house when she asked him to turn off the oven after he used it. Ortiz stated Perez had been diagnosed with intermittent explosive disorder and he had not been taking his medication or to his therapy. Ortiz also mentioned that she opened the case with DYFS to evaluate him and the case was still opened. Ortiz stated that Perez threw some baseball cards, laundry bin, trashes and made mess inside of the refrigerator. We weren’t able to speak with Perez as he walked out of the house prior to our arrival.
The reporting party (RP) stated on 7/21/15 a probation compliance search was performed on family member Joseph Apodaca Sr. in the family child care home. It was discovered the home was an immediate hazard to children. Present during the search were Elizabeth De La Rosa, Erica De La Rosa, and Citlaly Lopez. Also present were their children Michael Dominguez age 2 DOB 1/20/13, Isabella Garcia age 7 DOB 12/02/14, and Joseph Apodaca Jr age 1 DOB 3/17/14.
The reporting party (RP) stated former foster child Bryannah Appelhanz disclosed on 1/12/17 while residing in the home she was offered and provided "Weed Brownies." According to the RP foster mother Audra Etheridge would routinely bake brownie (Red Velvet) mixed with marijuana. Foster child Bryannah stated her foster mother Audra offered and provided her with a brownie mixed with marijuana. Bryannah described feeling funny after eating the brownie. Bryannah stated the foster mother's adult son Marcus Etheridge, who did not live in the home, grew the marijuana, bought it to the foster home and the foster mother baked it into the brownies.
i.10The sponsor is providing the minor with a safe environment. The placement is located in an apartment complex in Woodbridge, VA. The placement appears to be safe and no visible hazards were observed. The minor is provided her own bed and shares the bedroom with other sisters. The minor did not report any concerns regarding her safety, the placement or the community.
Services: CM will reauthorize IIC services for 2 hours per week to learn effective coping strategies when angry, improve judgement and decrease substance abuse. CM will reauthorize BA services for 2 hours/week to work on positive communication with mother, rule-setting, behaviors in the home and community. ANitra reported that her case with CPS came from her and her husband going through something (PIA SW thinks she means the OFP she got against her husband). She reported that she went and took it off the table and they went and got counselling as a family. She reported that they are OK. She reported that she had told the prior CPS worker that she was looking into moving out of State but that didn’t come together and she never did move. She admitted that she told the CPS worker that she was moving out of State to get CPS out of her life.

Additionally, she has formal supports; in-home therapy, and DCF. Rosemary does not identify with a particular culture or religious practices, however she has her own set of beliefs that consists of self-reliance, putting her children’ s needs first and working hard, however this has not always been the case. The family became involved with the Department due to marijuana use during her pregnancy with James and subsequently, after six months of working with the Department, her children were removed due to multiple reports of abuse and neglect and a supported allegation of physical abuse of Jeremy by the youngest children’s father and domestic violence. Over the past year Rosemary has worked diligently to have her children returned to her care and custody.
Mr.Michigan Hero 7th grade was rough,1 friend, 1 supporter, and 22 bullies. Mr.Prokes is my Michigan Hero. He was always was there if you needed to retake or finish a quiz or test. Mr.Prokes loved it when you would want to retake a quiz or test, because it meant you cared. Mr.Prokes was always there if you needed talk to him, whether it was family related or about the bullying.
I called to Autumn, she stated that lately things were clearing up with CW and child. She stated that her child was taken when she got an incident with her GM, Colleen Gayle Jackson, where she was residing. Autumn was arrested and her child was taken from her GM and placed into her child's paternal GM, in CA. She does not understand why the CW worker does not place with someone relatives here in OR.
She reported Tamar generally listens and there is no problem in this area. She also reported Tamar is generally responsible to perform household chores and responsibilities without prompting. There have been no reports of Child Protective Services complaints or foster care placements involving family
