The problem of the effective solid waste management is extremely necessary these days and the solution of this problem is important not solely to the protection of human environment but to human health as well. At an equivalent time, it is necessary to underline that often a little attention is paid to this problem and the solid waste are often disposed improperly. This problem is considered to be less important than the problem of proper disposal of other types of waste, like radioactive. However, the danger and potential threat of solid waste often remains underestimated.

The composition of municipal solid waste shows the possibility of introducing such a technique. An organic waste treatment facility can digest food waste to 20% of their original volume, using microorganisms to decompose the biodegradable constituents in the waste. Besides reducing the space occupied by waste, the treatment can also stabilize it for landfill disposal, at the same time producing valuable methane gas. Since the majority of the waste is domestic waste, with one third of the solid waste being food (produced at a rate of 3200 tons per day), organic waste treatment should be an effective way to deal with huge rubbish load (Environmental Protection Department, 2012). Nevertheless, the biological degradation process is extremely time consuming. Even at full speed, the facility can only cope with 200 tons of food waste per day. That is hardly enough. The facility program can only play an assisting role. In addition, food waste collection relies on the willingness of restaurants to cooperate (Fan, 2012). That 200 tons of food waste can be isolated and collected in a day may be an overly optimistic
