Due to the increases in Malaysia population, the transportation demand also increases which results to the reducing of the public transportation usage. Furthermore, growth in private vehicles ownership has starting to cause several problems, especially in the urban area. Based on a report by Jeyapalan Kasipillai & Pikkay Chan (2008), it is stated clearly that the public transportation user has fallen because of the increased of private vehicles usage. According to Jeyapalan Kasipillai & Pikkay Chan (2008), between the years 1985-2005, the percentage of private transport usage has increased about 24%. In 1998, the city’s urban rail services were complemented by two light rail transit (LRT) systems and a monorail. According to Abdalla Nurdeen Kamba, Riza Atiq O.K.Rahmat, and Amiruddin Ismail (2007) low fares and route accessibilities higher were considered to be the passenger transport options that would encourage private users to shift modes. There was significant support for improving passenger transport services as a means of reducing private vehicles use.
