Introduction: The concept of equality is quite a contested topic because the term means “equal” and “equally” which signifies a qualitative relationship involving people or things and this has a relationship that is much more complex. Therefore when we talk of educational equality we need to think are we looking at educational equality between men and women or the resources that are been devoted to education or is it the question of equality between racial, ethnic or social classes that is of a concern and if we look at equality from the perspective of public policy then it makes sense to be concerned about the inequalities between the groups which often correlate with disadvantages in the real world. According to this classification the most minimally demanding equality of opportunity is the formal one because it requires that social position are open to all and people are selected based on their qualifications so when we look at it in terms of education a person is to be judged on his qualification and capability not his race class or gender. Therefore in formal educational equality of opportunity entails that no child is excluded from being educated but it also gives a very narrow view on what equality of opportunity means in a complex society where only a small number of elite has the opportunity to develop skills that gives them the benefit because children from the lower sections of the society will barely get a chance to possibly being educated leave alone the chance of getting into colleges or high profile jobs. According to the concept of horizontal equality it states that all students must be entailed to the same amount of money or resources that the Government provides although this interpretation of equality has some legal and legislative success one must realise that equal financial resources may not always yield equal resources for example it is difficult to get good teachers to teach in poorer schools is difficult as higher salaries need to be paid and more over they may not be willing to go to such schools and more over the poorer students have different needs due to various factors like poor health, developmental disabilities ,hunger family disruption , violence and various other issues that make
