Introduction
Reading is a basic life skill. It is a foundation for a child 's success in school, and, indeed, throughout life. It is a common perception that reading proficiency is an indication of being knowledgeable. A good reading skill is an indicator of being educated. Reading is an essential skill to help people learn any kind of knowledge and experience. On-line articles, books, magazines, and newspapers, including pictures for visual reference, utilize print to share information with the reader. In line with the implementation of the K to 12 Basic Education Program, the Department of Education (DepEd) has implemented “Every Child A Reader Program (ECARP),” through DepEd Memorandum No.402.s.2004 and Administrative Order No. 324. ECARP is also part of the ten-point education agenda of the former President Benigno Aquino III to ensure that the country’s public schools produce well-equipped graduates who could cope to the different challenges in life. Additionally, DepEd has implemented the Philippine Informal Reading Inventory (Phil-IRI), an assessment tool that evaluates the reading proficiency of learners. But, it should be noted that communication is just a part of the total abilities to be developed in the learners. Hence, this study would like to determine the reading proficiency levels of the pupils both in silent and oral reading and to correlate this to their academic performance. Accordingly, the study would provide the teachers with thorough knowledge on the intervention plans that will be developed to address the things that need to be addressed after the culmination of this research

Daniel Thomas Moran writes an article, “It is Literally about Literacy” where he points out the importance of reading and advises students to develop this skill. I can read music notes because I sing and play the viola. Just like everything else in the world that you expect to get better at, it is important to practice.

For me, literacy has always been a problem to this day I am still learning how to speak, and write using proper literacy. Literacy is not just reading and writing, anyone can do that but the ability to understand such things, to comprehend them that is, true literacy. My development for literacy has always been a struggle as I have spoken about before. I had a speak impediment when I was younger which used me to go into different classes which took me away from formal English classes.
I cannot remember exactly when I first learned to read. I image it would have began during my early school years. I was never or have ever been passionate about reading, however I did like my mum reading books to me at bed time as a child. I grew up in Liverpool, England were reading was never a priority. The only thing I liked to do when I was younger was play football (Soccer) and that’s exactly what I did whenever I had the opportunity to do so.
