1.0 INTRODUCTION
Collective bargaining is the fundamental and primary function of workers associations which are commonly known as trade unions all over the world and it has spread rapidly in the public sector since the early 1960s. The public sector employees in some countries do not have the same collective bargaining rights as private sector employees because there are different legal or institutional structures and practices compared to private employees. In specifically, they have limited rights to take industrial action, especially the right to strike. The rise of collective bargaining in public services is a long-term trend over several decades. Besides, linked with the increasing importance of collective bargaining in public services and most public servants now have the right to engage in industrial action, including going on strike (Koen, David, Marie-Laure, 2003). The agreements at agency level are negotiated within a framework agreement covering the entire central administration. There are three types of agreement which are basic agreement, general agreement and local agreements. The basic agreement deals with the negotiation procedure which is valid over time and must be confirmed by the government where the general agreement deals with overall salary levels and other general conditions. These two agreements are negotiated at central level between the Swedish Agency for Government Employers and the central unions. Local agreements determine individual pay and other local conditions of employment and are negotiated at agency level between management and union
Local unions are hundreds of Teamsters local unions across North America. The local unions and their members are the heart and backbone of the union. Teamsters union structured to promote strong local unions, and strong local leaders. The locals unions negotiate most Teamster contracts and provide most of the services to the members, so they collect and keep most of the dues ' money. The members of each local union elect their officers, devise their structure, and vote on their bylaws, compatible with the International Constitution and Bylaws.
In the midst of unemployment, unions gained strength. The unions could be seen as a positive impact on society because they showcased people standing up for their rights, however the truth was far from that. The strikes organized by union leaders were violent and unsafe. Protesters blocked trains, burned railcars and set buildings aflame. One man, General Nelson A. Miles sensed that the spreading unrest was, “‘more threatening and far-reaching than anything that had occurred before”’
Conflicts between workers and employers are prevalent to this day. From fair wages, to better working conditions, and even to appropriate healthcare, there is always some form of questioning that needs to be addressed. Dating back to the late 1800’s the economy and labor market of the United States underwent massive changes which mainly revolved around people of all different racial and socioeconomic backgrounds becoming wage laborers. Due to these previously unheard-of changes, a conflict between the employees and employers began. Therefore, in order to resolve labor issues, through great difficulty workers created unions and protested against their employers.
AFL-CIO is the American Federation of Labor and Congress of Industrial Organizations. It is a national movement or trade union that is the largest in America, and its activities are usually aimed at the improvement of the workers’ welfare from the individual whose job is considered insignificant to those on top of the pyramid (Hrebenar & Scott, 2015). Its members include the likes of miners, farmers, teachers, firefighters, engineers, and public employees. It protects their interests and fights for their rights, something that allows for a fair workplace that also allows for their productivity and their efficiency within the workplace.
The first similarities among the collective labor unions are that they each had the goal of obtaining better conditions for the worker. With factories rising at such a fast pace, it was virtually impossible for workers to control or improve their working conditions. The NLU first organized with plans on uniting different labor unions with the intent of creating a common movement or a national organization. During the nineteenth century the U.S was immersed in the era called the Industrial Revolution and there were many negative aspects that came with innovation. A combination of negative aspects of the industrial revolution including economic instability (Booms and Busts), job insecurity, and dangerous work conditions led to the creation of gatherings of workers called labor unions. This century was known for two main national labor unions, the Knights of Labor and the American Federation of Labor. The first national union was the Knights of Labor it was founded in 1869 by Uriah Stephens. The Knights of Labor were the first union to organize skilled, unskilled, men, women, white, and black workers.

In May of 1892 a disagreement between the Carnegie Steel Company and the Amalgamated Association of Iron and Steel Workers broke out. The Amalgamated Association was one the largest and most effective unions in the country, mostly containing strong Americans, and men of decision and grit, who stood up for their beliefs and rights.
