CHAPTER 1 INTRODUCTION BACKGROUND OF THE STUDY With the traffic condition of Metro Manila getting worse, urbanization is one thing that contributes to the traffic congestion causing highly dense areas, resulting to the poor planning of zone, and thus traffic congestion gets worse as time increases. As the life in Metro Manila grows, people need safe, comfortable and reliable mode of transportation and so authorities are eyeing for ‘the’ most efficient way of solving or may be easing the worsening traffic condition here in Metro Manila, which works in other countries like Singapore, Japan and America, that is Congestion Pricing. Congestion Pricing is one way to help reduce traffic congestion. According to William Vickery, congestion pricing works by making the charge during peak hours high depending on factors like condition of the traffic, time and location. It is found to be effective when commuters have alternative routes and alternative mode of transportation. Talking about the traffic condition in the Philippines, knowing that in our country we are losing a lot of money every day because of traffic congestion, the researchers come with the following questions; 1. How can we apply congestion charging in Metro Manila? 2. How can we group areas in Metro Manila according to land use that will help us to establish a zonal design in order to implement congestion charging system?
