CHAPTER 1 INTRODUCTION BACKGROUND OF THE STUDY With the traffic condition of Metro Manila getting worse, urbanization is one thing that contributes to the traffic congestion causing highly dense areas, resulting to the poor planning of zone, and thus traffic congestion gets worse as time increases. As the life in Metro Manila grows, people need safe, comfortable and reliable mode of transportation and so authorities are eyeing for ‘the’ most efficient way of solving or may be easing the worsening traffic condition here in Metro Manila, which works in other countries like Singapore, Japan and America, that is Congestion Pricing. Congestion Pricing is one way to help reduce traffic congestion. According to William Vickery, congestion pricing works by making the charge during peak hours high depending on factors like condition of the traffic, time and location. 4.4 Pricing Strategy For a number of reasons, price is one of the most important aspects of an effective marketing strategy (Gerstein & Friedman, 2015). First, price is the only marketing variable that generates revenue. Second, buyers see price as an attribute of value (Tanner & Raymond, n.d.). In American society today, there are many laws designed to protect all citizens. One of the those laws is having a speed limit. Speed limits are posted to protect us. Studies show that raising or lowering speed limits do not change the way people drive. In residential areas the speed limit is somewhere around 25-35 MPH, on city streets it is usually 45-55 MPH, on major highways it is around 55-65 MPH, and on interstates it is 65-70 MPH.

Another important issue that even students get late to their school and everything will not be in time. Congestion always happens when people go and come from work so employs play a big part in congestion and it happens especially in big cities as the streets are big and people have their own cars not like towns or villages. In big cities, people prefer to use more their own private cars than using public transport but in towns they prefer the public transport. So, in big cities there will always be traffic jam as there are so many private cars in the street.
